Research On The Contradiction Between Supply And Demand Of Employment Assistance For Long-term Unemployed Youth In Shanghai And Countermeasures

According to the 19 th National Congress of the Communist Party of China(CPC),the position and function of employment have gradually become prominent against the backdrop of domestic economic slowdown,structural contradiction and an extremely complex international environment.Currently,the weak-in-employment group in Shanghai has been adjusted from the “4050 personnel” to “2030 personnel” who have just graduated from school.And the focus of employment assistance has been shifted to the youth groups under long-term unemployment.Taking the long-term unemployed youths as the research object,this thesis firstly defines and expounds related concepts of employment assistance for long-term unemployed youths in Shanghai based on theories of new public service,welfare pluralism,employment discrimination and so on.Then,from the perspective of the demand side of employment assistance,the thesis explores their demand contents and the main factors affecting their demand by using case analysis and interview.Next,the contents,characteristics,the problems and dilemma of the supply provided by governments at all levels are studied viewed from the supply side of employment assistance.Through the study of both sides of employment assistance in Shanghai,some common contradictions and conflicts exist in both sides,including: the contradiction between the single supply of employment assistance and the diversified demand;the contradiction between the traditional thinking mode of employment assistance and the new demand of unemployed youths;the contradiction between the universal supply of employment assistance and the personalized demand;the contradiction between the insufficient supply of employment assistance and the urgent need of sources;the contradiction between the shortage of service ability of employment assistance and the high expectations.Lastly,the thesis proposes countermeasures to solve all the contradictions from the aspects of supply and demand respectively to alleviate the contradictions and strengthen the employment assistance for long-term unemployed youths.The main reasons for the contradiction include: first,there is a lack of a sound employment assistance system;second,there is not a clear target for employment assistance;third,Shanghai needs a mechanism for expressing needs for employment assistance;and fourth,there is a lack of a sound management system for employment assistance.Finally,this thesis proposes solutions to the contradiction between the supply and demand for employment assistance from the perspectives of supply and demand,in order to alleviate the contradiction,and strengthen employment assistance for long-term unemployed youths.Not only did the government at all levels should actively take measures to alleviate the contradictions between supply and demand for employment assistance,but the long-term unemployed youth themselves and their families also need to take efforts to address the problem.Parents should educate and guide unemployed youth to ensure that their children have correct attitudes towards employment.Long-term unemployed youth should take the initiative to improve their employment awareness and actively work in with the government's employment assistance services.
