The Performance Of China’s Photovoltaic Industry Policy

As the photovoltaic industry of China’s strategic emerging industries,due to the characteristics of high technical barriers and capital barriers,the development of the photovoltaic industry needs the strong support from the government to realize it’s leapfrog.Since February 2005,the goverment promulgated the renewable energy law of the People’s Republic of China,established the legal framework of the development and the application of photovoltaic industry,and a series of supporting policies has promulgated in succession to promote the development of photovoltaic industry : in 2008,China had been the world’s largest photovoltaic products manufacturing base.The financial crisis of 2008 and the "double reverse" that began in 2011 have caused the hammer development of China’s photovoltaic industry and also brought opportunities.Since 2012,the government has gradually improved the supporting policies of the photovoltaic industry,and China’s photovoltaic industry has ushered in the stage of rational development and the cost is decreasing,the output is stable and the domestic application market is expanding.However,there are still many deficiencies in the development of photovoltaic industry in China at the present stage: the problem of the lack use of light and electricity in the western region,the increasing problem of government subsidy arrears,the uneven quality of products,etc.In the background of the rapid development and problems of photovoltaic industry in China,the role of the photovoltaic industrial policy and its action path and effect are worth exploring.Firstly,this paper analyzes the development history of China’s photovoltaic industry and the development status of each link of the photovoltaic industry’s chain,and summarizes and reviews the policies of China’s photovoltaic industry.The paper found that the development of photovoltaic industry in China after 2013 had out of the "double reverse" trough and gradually warming.since 2012,the photovoltaic industry policies had been more refined than before.The goverment take the omni-directional multi-pronged approach,has promulgated the feed-in tariff,tax incentives,financial subsidies and market access standard support,land support,technical support.In quantity,rationalization and operability of the policy,there are a lot of ascension than before,and the policy start has the evolution trend.It is concluded that China’s photovoltaic industry policy has been effective after 2012.Then this paper analyzes the target and action path of the photovoltaic industrial policy.This paper summarizes the present research on policy path of photovoltaic industry in China,found that most of scholars carry on the discussion to the role of the photovoltaic industry policy path of our country were from the aspects of fiscal policy and tax policy.This paper try to put forward two directions of the market demand and the market access policies based on combing and analysis of the photovoltaic industry policy in our country at present.This paper uses panel data model on the enterprise level to study the effect of our country’s photovoltaic industry policy,this paper set 2012 as the photovoltaic industry policy mutation points according to the analyze of policy,compared the difference of the model results of setting in the virtual variable before or after.The results shows that before the policy changes,the investment of labor and fixed assets has played a positive role in the revenue of China’s photovoltaic enterprises.After the policy changes,the revenue level of pv enterprises in China has been improved,and the research and development input has appreciable impact to the level of enterprise revenue.Finally,according to this article research results and the existing problems in the development of photovoltaic industry,this paper put forward the policy recommendations of increasing investment in research and development,reforming the price system of photovoltaic industry and the performance appraisal system,breaking down the regional barriers in the photovoltaic industry,improving the land use policy for photovoltaic projects.
