| The new normal of economy is not only the new historical stage of China’s current economic development,but also a summary of the characteristics of economic development in this period.At this time,industrial development not only needs to adapt to the "new normal" characteristics such as innovation drive conversion,emerging manufacturing and service industries,but also to solve the problems caused by the unbalanced development of the industrial structure such as imbalances in supply and demand structure and environmental pollution.The requires of the transformation of the industrial structure brought about by these new normal features of the economy cannot be achieved only by relying on spontaneous market forces,but also relying on a series of targeted government policies and strategic planning to assist them.Therefore,the new economic normal puts forward new requirements different from those ones during previous historical periods in the transformation of industrial structure.At present,the traditional path of interpretation in the field of industrial restructuring mainly focuses on the analysis of the traditional economic forces behind the process of industrial restructuring and upgrading,rarely involves the government’s impetus to play a specific role,and the government function factors behind the transformation and upgrading of industrial structure after the economic development entering the new normal period.This paper attempts to jump out of the traditional economics and political analysis framework and take the perspective of the government’s functions changing from controlling types towards to guiding types to analyze the influence of strategic planning and industrial policies under the guidance of government functions on the transformation of industrial structure.At the same time,through analyzing the practical implementation dilemma of the guiding functional model in the field of industrial organization transformation,we will explore a new governance model in the field of industrial development,namely the cooperative governance model under the guidance of the government.This paper starts from the practical path of guiding functions in the transformation of industrial structure to analyzing the influence of government functions on the industrial structure in the process of guiding:from the priority development policy of heavy industry under the government control-oriented function during the planned economy period,to the guided government functions during the socialist market economy period,which guiding the establishment of rural household contract responsibility system and supporting the growth of township enterprises.The transformation of the government’s functional model promotes the industrial structure in which three industries gradually coordinate development After entering the new normal period of economic development,the government continued to play a guiding role in the field of industrial restructuring and optimize industrial structure.For example,the government has formulated the five-year plan for the implementation of the new period and the "One Belt and One Road" top strategic plan,etc.At the same time,the government has implemented supply-side structural reforms,transformed industrial structural transformation and guided industrial cluster development,etc.However,as there are some restrictive factors,such as stubborn government-controlled behavioral orientation and market failure and commissioned agency,there are some implementation dilemmas in the government-led practice.For example,regional industries have strong homogeneity,the effect of industrial clusters is not obvious,and some industries are directly supported by local governments,resulting in weak corporate autonomy.Based on this,the government’s guiding function model in the new normal economic structure transformation is in urgent need of improvement in order to better guide the development of the market economy.Simultaneously,the real estate development pattern calls for a new model of social governance.This paper attempts to propose a new type of social governance in the field of industrial structural transformation under the special circumstances of the new normal economic period,namely the government-led mosaic of autonomous cooperation governance model.In this model,with government guidance as the premise,multiple entities participate in industrial transformation.At the same time,through the adjustment of industrial policies at the macro level of government,the reshaping of the internal and external governance relationships between enterprises and social organizations,multiple entities are able to interact,cooperate and participate in the process of industrial restructuring in the new era as the subject of equality and mutual assistance,while exerting their subjective initiative. |
