The Research On Risk And Control Countermeasures Of Network Mutual Aid Platform

"Accurate poverty alleviation" is the hottest topic in the society right now.Resulting in or returning poverty because of illness is a big problem in practical poverty alleviation work which also bother many families in China.This phenomenon is aggravated by the high incidence of cancer and the imperfect China's social security system.The development and application of Internet technology provide an opportunity for the network mutual aid platform.In this thesis,the development and current situation of the network mutual aid platform,mutual help event data released by the network mutual aid platform are studied and analyzed in depth,then we found that the network mutual aid platform has public welfare and universality and It can be used as a supplement to China's social security system and commercial insurance,and can also serve as a practical tool for accurate poverty alleviation.However,because the network mutual aid platform is a new product of the internet,the research found that because of the relevant laws and regulations are imperfect,have not been included in the supervision by government,operation and risk control level is low,and members lack awareness of rights protection.The network mutual aid platform have policy risks,operational risks,integrity risks and moral risks.It is suggested that the network mutual aid platform be a non-profit organization,which is supervised and cooperate governance by the civil affairs department,the government departments can enhance platform's credibility,and help the platform get the operation cost legally,which is conducive to the sustainable development of the platform.Meanwhile,in order to be fair and transparent,the network mutual aid platform needs to improve themselves,build a professional operation team,excavate and train talents,improve risk prevention and control system,perfect the information disclosure.The member is the foundation of the network mutual aid platform.It is necessary to improve the loyalty and participation of the members,develop the membership education,establish and strengthening the trust between the platform and the members,and make use of the universality,openness and practicability of the members to supervise the network mutual aid platform.This paper has important significance in deepen understanding of the network society and in enrich the theory of Internet plus and social security.
