Research On The Application Of "Pipe Laying Service" Policy Tracking Audit In The Optimization Of Project Approval Process

In the audit of existing project construction projects,we pay attention to the compliance and integrity of the construction procedures and the integrity of the documents.However,the complicated preliminary examination and approval process will have a negative impact on the audit of the legal compliance of the project construction projects.The complicated process makes it difficult for the auditors to make the compliance with the approval procedure.Clear judgement,the complex application material makes the auditor's workload of the material integrity judgment greatly increased,in addition to the unauthorized first construction and other illegal problems caused by the delay of examination and approval.In the context of the government's strong support for the decentralization of power,many examination and approval processes have been unable to meet the requirements of the current policy.Therefore,this paper thinks about how to effectively improve the efficiency and effectiveness of the compliance audit of engineering examination and approval.How to reduce the unnecessary link of engineering examination and approval so that the examination and approval of the project construction projects not only meet the needs of supervision,but also make the audit of the project construction project efficient,high quality,and clear responsibility? How to further meet the requirements of the policy implementation of the policy of the party and the state,as well as the administrative functions of the government,and a series of problems.Therefore,combining the theory of internal control and the theory of modular process reengineering,this paper puts forward the theoretical framework of applying the policy tracking audit to the optimization of engineering examination and approval procedure,which provides valuable reference for the construction of China's construction audit supervision system,and realizes the function of improving the audit promotion system in the theory of immunization system.In this paper,the analysis of audit results is applied to the existing problems in the excavation process,and from the perspective of audit,the problems existing in the examination and approval of current process under the audit perspective are found.Through the study of the main problems found in audit bulletin,it provides policy support and think tank for the improvement measures of existing examination and approval procedures,and holds the key point of optimizing the examination and approval procedure.In the case analysis,first of all,from the current process,existing procedures and examination and approval materials three angles,carding and analyzing the concrete approval process of the housing construction in A City,then through the statistical summary and analysis of the audit Bulletin of "tube clothing" policy tracking audit,we find that there are some problems in the examination and approval flow,and find the administrative trial of the city of A.The problems in the batch system are mainly focused on many aspects,such as low examination and approval efficiency,repeated filing,illegal charging,inadequate policy implementation,and non standard margin cleaning in the field of engineering construction.Then,through modular process reengineering theory and internal control theory,the two major objects of approval materials and approval processes are carried out.Optimization,and gives the optimization proposal of A city resettlement housing construction approval process,which has theoretical innovation value and practical significance.
