Research On The Payment Level Of Corporate Social Insurance In The Context Of Supply Side Reform

Social security is an important mechanism and means to promote economic development and social stability,and is one of the indispensable components of our country's market economic system.In recent years,the state has made great efforts to improve the social security system so that its coverage and system integrity have been greatly improved,in particular,the social insurance system among them has better protected the basic rights and interests of enterprise employees and stimulated their enthusiasm for labor.However,it should not be ignored that the existence of the social insurance system has also increased the operating cost of enterprises to a certain extent,depressing the sustainable management and innovative development of enterprises in our country to a certain extent in the long run.In 2015,Chairman Xi first proposed 'supply-side structural reform' at the meeting of the central financial and economic leading group,pointing out that economic development should not only expand domestic aggregate demand,but also strengthen supply-side structural reform,which will help to better improve the quality and efficiency of the supply system and provide sustained momentum for China's future economic development.Therefore,in the process of supply-side reform,short board repair,cost reduction,production capacity removal,stock removal and industrial integration all have a certain impact on the social security system,how to reduce the burden of enterprises,travel lightly and improve market competitiveness has naturally become the focus of attention of the current society.Therefore,based on the background of the economic downturn and supply-side reform,this paper comprehensively uses literature review,practical visits,investigation and research methods to collect and sort out the relevant social security system archive data from 2006 to 2016,and then analyzes the current status of China's enterprise social insurance contribution level,such as quantifying the cost of enterprise social security expenditures and the proportion of its income and profits,analyzing the " three shortages" and " two high" dilemma faced by enterprises,the weakened competitive advantage of enterprises in the economic downturn background,and paying attention to the connection point between social security level and enterprise cost.At the same time,through comparative analysis,the differences between domestic and foreign social insurance payment modes are compared and studied horizontally.Based on the research,we must be aware of the current Yandu district in the enterprise to pay social insurance,there are still many deficiencies exist in all of these are in Yandu district city needs to solve.In order to solve the existing problems,this paper puts forward some opinions:1.Reduce the proportion and the burden of social insurance payment;2.Increase financial input,and the government takes the initiative to assume responsibilities;3.Accelerate the reform of the salary system and increase the proportion of individual contributions.Only by fully solving the shortage of social insurance in the enterprise,we can better realize the prosperity and development of the society,let the resources of the society be allocated reasonably,and better protect the rights and interests of the employees.In fact,the problem of enterprise social insurance payment is not only a difficult problem in Yancheng City's salt capital,but the problems in the payment of social insurance in most of the cities in China are still serious,which is an important reason for the prominent social contradictions.Therefore,other similar cities can take it as a reference,to strengthen the settlement of the problem of social insurance payment for enterprises,so as to better promote their own development and maintain social harmony and stability.
