| Human resources are the first resources.The importance of human resources in the sustainable and healthy development of national economy and international competition has been fully recognized by all countries in the world,which have been engaged in a long-term commitment to the study on the sustainable development of human resources.As was pointed out in the "National Medium and Long-term Talent Development Plan Outline(2010-2020)",we should vigorously improve the populace’s cultivation,speed up the formation of the comparative advantage in talent competition while continuing to give full play to the advantage of human resources in our country,and gradually achieve the transition from human resources powers to revitalized china with outstanding personnel.General Secretary Xi Jinping has repeatedly stressed that talent is the first resource of innovation and we ought to give full play to the role of the existing talents.At the same time,we shall open the door to introduce talents abroad and attract the International talents to make full use of all the talents world-wide after appropriate selection.The key to help the ethnic groups in southwest China out of poverty is to accelerate the pace of developing talents and resources in rural characteristic industry on the basis of its poverty and resources situation.Pu-Erh Tea industry in Yunan Province is taken as the case in the paper,through discussing ethnic groups’ development of talents and resources in rural characteristic industry in southwest China,on the basis of the existed prominent problems,combining local needs for social and economic development as well as talent resources,strategies of developing talents and resources in rural characteristic industry in southwest China under accurate poverty alleviation are proposed.The paper is divided into five parts: in the first part,research background and significance are expounded,and domestic and foreign research status have been sorted out and summarized,the main research content,method,way and technique are also clarified;the second part defines core concepts like accurate poverty alleviation,ethnic minority areas,rural characteristic industry,human resources development and so on,and sorts out basic theories including Theory of Human Nature Assumption,Theory of Human Capital Investment,Theory of Poor Governance,Marxism Ethical Theory and so on;the third part focuses on poverty and resources situation to figure out how to help ethnic groups in southwest China out of poverty.Pu-Erh Tea industry in Yunan Province is taken as the case to conduct field investigation to know the current development of poverty and resources in southwest China;in the fourth part,through arranging research documents,data and relevant papers,the main problems existed in resources development of talents in plantation,sales,research and development as well as management,and their reasons are also analyzed;the fifth part proposes strategies of human resources development from the perspective of poor governance on the basis of the situation of poverty and resources in southwest China’s rural characteristic industry and existed problems.First,strengthen the skill training of the poor;second,give the supporting role of enterprise to the full play so as to propel the transition of the poor;third,grasp the opportunity provided by poverty relief policy in education to promote poor students’ ability;fourth,imperfect government’s management mechanism to improve management and service. |
