Research On Local Government Debt Risks And Preventive Measures

In recent years,China's economy and society is facing great challenges and major social changes.In order to pursue the rapid economic and social development,local governments have taken many kinds of debt financing,such as bank borrowing,issuing bonds and arrears of Engineering funds,forming a large number of local debt,which caused the increasingly severe debt risk situation.Local governments are facing serious debt risk,financial crisis and credit crisis what are bringed by debt risk.Therefore,how to standardize the financing behavior of local government borrowing,effectively prevent and reduce the debt risk,has become a major problem for the sustainable development of China's economic and social development.This article mainly from two aspects of theory and demonstration to analyzes the local government debt risk situation and its prevention strategy.First of all,from the theoretical point of view,the connotation of local government debt,the meaning of risk and classification,the core basic theory of public management and risk management are studied.Secondly,on the existing theoretical research,and then combined with the author's practice of actual situation of debt management in actual work,by taking city Q of Yunnan province as an example,the relevant debt data of the county are collected,and the status,influence,cause and prevention measures of local government debt risk at the county level are explored.On this basis,the countermeasures and measures to prevent and resolve local government debt risk are put forward.Finally,elaborated the main conclusions of the article,put forward the innovation points in the writing process and the imperfect places in the research,and points out the directions for further improvement and refinement in future research.
