Research On Government Regulation Of The Reform Of Electricity Sales In Yunnan Province

Electricity power industry,which plays an important role in motivating other parts of national economy,is elementary and prior in a countries economic development.It is commonly believed that electricity power industry is monopolistic,so that government has to put strict regulations upon it.Along with the development of basic technology and demand variation,the selling side of electric power industry gradually moves towards the free competition market.In 2002,the Chinese government released document relating power system reform program(No.5),which specifies separation of power plants and power grid.In 2015,‘Opinions on further deepening the reform of power system’(No.9)was launched,signifying that China has entered the stage of deep reform of the power system.One of the key tasks of this round of reform,which states "control the middle,open both ends" system structure,is to steadily promote the selling side reform,orderly release of electricity to the non-monopolistic investment bodies.As part of the electric power system reform,the selling side reform belongs to the structural reform of power system in essence.The purpose is to establish and improve the market mechanism of selling side,gradually break the monopoly,introduce competition into businesses,and promote the healthy development of the power industry.This paper,based on the natural monopoly and government regulation theory,from the point of view of government,firstly reviews the background of government’s reform related to electricity selling side reform,and then analyzes the results of government regulations,summarizes the ‘3134’mode and market participators specifications in the power system reform of Yunnan Province,as well as electricity price reform,and electricity transaction reform and so on.In order to solve the existing problems like uncompleted laws and regulations,improper implementation of transmission and distribution price mechanism as well as inadequate supervision of the electricity market,some suggestions are proposed to the government regulations as following: Firstly,it is necessary to improve the relevant laws and regulations and supporting policies of the power system reform,including amending the power law,anti-monopoly law and improving the access management of power distribution network,supervision of power grid inter-connection,supervision of electricity market and other related policies.Secondly,in the implementation of transmission and distribution price mechanism,the first is to strengthen the supervision and examination of the effective assets and operating costs of the power grid enterprises.Second is to optimize the transmission and distribution price monitoring and evaluation mechanism,the government should dynamically monitor and evaluate the investment,operation and sales of power grid enterprises.Third is to pay attention to the analysis of cost and income in the planning and approval of investment projects,in order to avoid overinvestment of power grid enterprises.Thirdly,complete the government’s standardization and cultivation of the electric side market,the principle of transparency and public participation should be put forward.On the basis of standardizing the fair competition among the electricity selling companies,the independence of the operation of the power system will be promoted accordingly,At the same time,improve the market main body’s credit system construction and expand the scope of electricity trading gradually through measures such as orderly opening up business and household electricity consumption and improving the electricity spot trading market.
