Study On The Financing Model Of Hengshan Science City Construction

As a key carrier of regional economic modernization and internationalization,the Industrial Park is an important force to promote regional economic growth.It is also the main way to achieve the rapid growth of the regional economy.Therefore,the various regions have established the relevant industrial park based on the characteristics and advantages of the region.The industrial park has a large scale of investment,long investment period and low income and so on.Therefore,the financing problem has become the biggest bottleneck in the development of park construction and development.Based on this,taking the project financing of Heng Mountain Science City Park as the research object,the author conducted a field survey of Heng Mountain science city,discussed with relevant leaders,and analyzed the financing situation of the park project construction to provide countermeasures and suggestions for the financing of Heng Mountain Science City.On the basis of the relevant theoretical research,this paper first defines the definition of the park,consults relevant documents of project financing to lay the foundation for the follow-up study of this subject.Then,this paper introduces the typical project financing model,analyzes the characteristics and applicable conditions of different financing models.And the classification of Heng Mountain Science City construction project,the main construction project investment subject,planning the basic situation and the overall positioning and development ideas,analyses the main problems existing at present Park financing,estimates Heng Mountain Science City construction project financing gap.Then it designs the evaluation index system of financing model,and constructs the evaluation model based on fuzzy comprehensive analytic hierarchy process(FAHP).The choice of financing mode of BOT business projects,followed by TOT model;quasi operational project selection PFI model,followed by PPP model;non operating project should adopt the "agent" financing mode,can also carry out trust financing through the trust company,can also apply for a variety of bank loans.Then the paper discusses the basic principles,the overall planning,the basic framework,the source of funds,the implementation steps of the Heng Mountain Science City construction financing plan.Finally,Heng Mountain Science City construction financing guarantee measures.
