Energy is an indispensable material,related to a country's political and economic normal operation,plays a vital role in the survival and development of mankind.With the rapid development of the global economy and the increasing population of the world,the contradiction between the limited energy supply and the growing energy demand has become increasingly prominent.The energy problem has become a common challenge facing all countries in the world.With the continuous progress of China's industrialization and modernization,China's economy is rapidly developed,but this economic growth is dependent on the energy resources of high input,high consumption,high pollution,which brings serious challenges to the health and sustainable development of China's economic environment,Therefore,it is urgent to improve the efficiency of energy resources utilization,reduce environmental pollution and realize the healthy development of economic environment resources.In this paper,we choose the model of invest-oriented DEA with fixed returns to scale,by using the panel data of China from 2002 to 2014,adding industrial waste emissions which is closely related to the energy consumption to the production function,measuring the total factor energy efficiency of the eight economic regions considering environmental effect,comparatively analyzing the trend of the energy efficiency.The empirical results show that the regional total factor energy efficiency changed differently since 2002,and the regional total factor energy efficiency has been gradually reduced from the southeast coast to the northwest region.The energy efficiency of regional energy efficiency is relatively large,the total energy efficiency of the southern coastal region and the eastern coastal area is relatively high,the average efficiency is 0.923 and 0.908 respectively,and the energy efficiency is the lowest in the northwest region and the average efficiency is just 0.545.After analyzing the status quo of the total energy efficiency of all regions in China,this paper chooses four main factors of industrial structure,technological progress,opening to the outside world and energy consumption structure,and uses the corresponding panel data for 13 years to construct the panel data model to analyze their effects for the efficiency.The empirical results show that the influence of industrial structure,technological progress,opening to the outside world and the energy consumption structure on regional energy efficiency is different,There are regional heterogeneity of their effects on the direction and influence of energy efficiency.In order to improve the efficiency of regional energy efficiency,this paper puts forward the following policy suggestions:optimizing and adjusting the industrial structure,paying attention to technological progress,optimizing the foreign trade structure and adjusting the energy consumption structure.However,due to the heterogeneity of regional energy efficiency,the regional heterogeneity and local conditions should be taken into account in different regions.Different measures should be taken to promote the energy conservation of the structure and improve the regional Energy efficiency.
