Research On The Henan Province's New Rural Social Security System Under The New Rural Construction

Since the new rural construction was put forward in 2005,the rural social security system is an important vehicle for improving rural backwardness and promoting coordinated development of urban and rural areas.Since the reform and opening up,Henan Province's government has continuously explored in practice,perfected and promoted the construction of rural social security system under the guidance of Marxism-Leninism?Mao Zedong Thought?Deng Xiaoping Theory?the important thought of Three Represents and the Scientific Outlook on Development,and obtained a great deal of achievements: all of which led to the establishment of the new rural social security system — the new rural medical insurance,the new rural endowment insurance and the rural minimum living security system which play the leading part,while the rural special care and placement,the rural five guarantees play the assisting part,and the construction for rural social security system steps on the next level.In a word,the rural people's living standards improved significantly,and civilians in the rural area have the chance to share more achievements of reform and development.However,dueing to the impact of high pace of urbanization and urban and rural dual structure,effected by the change of rural economic structure and population policy,the construction level of rural social security system in Henan Province is far behind the level of urban social security system,which exposing a series of outstanding problems: narrow coverage for rural security,low guarantee level and rate,weak pulicity of guarantee information,"Privilege Insurance" "Relationship Insurance" and imperfect legislation.These problems greatly set back the goal of completing the building of a moderately prosperous society in all respects.Based on a large number of previous studies and achievements,this paper consults the latest research results to the construction of rural social security system,which from the perspectives of the economic,political and social structure by domestic and foreign scholars.At the same time,the paper takes domestic and foreign experience as reference,especially the experiences of developed countries in rural social security.Meanwhile,the author makes a comprehensive study on the policy of the new rural construction,and also makes use of the historical materialism and dialectical materialism of Marxism.Combining with the current situation of Henan Province,this paper conducts tremendous deep studieson rural social security system in Henan Province,it also runs deeper analysis on the problems of building the rural social security system in Henan Province.At last,the paper puts forward some perfect paces for these problems,which also provide rich experience for Chinese rural social security system construction.
