Research On The Financial Risk Management Improvement Of Changde Communication Bank On PPP Business

Financing platform company is the major credit investment direction of the recent commercial banks.In order to avoid from systematic risks,the government controls the debt scale of financing platform of local government across the country.The business cooperation between financing platform companies and commercial banks face a problem of sustainable development.The business cooperation between commercial banks and construction banks moves to PPP mode,whose promotion and development require the participation and support of commercial banks which also bring new development opportunity for commercial banks.Therefore,it's necessary to research and analyze the commercial banks' role,participation pattern,response strategy in PPP mode so as to win a situation of social and economic development.This thesis takes Changde Branch of the bank of communications as an instance.Overview is made firstly on the relevant literature of local government debt,financial risks and PPP mode.Then it extracts the relevant theories' influence to the cooperation with commercial banks on PPP business;through analysis about the China's commercial banks' cooperation on PPP business,especially the existing PPP cases of the bank of communications,it concludes the potential risks in the cooperation on PPP business.Then it starts from the research on Sponge urban PPP program of Changde Branch of the bank of communications,analyzes the financial risks facing this program from four aspects:financing risks,investment risks,fund recollection risks and benefit risk and proposes the method to control the sponge urban PPP program of Changde Branch of the Bank of Communications.Finally,it proposes suggestions to the followup cooperation from aspects like how to accelerate the development of PPP business,further control local government debt risk and innovate financing mode so as to ensure the effective implementation of PPP mode cooperation with the commercial banks.This thesis's innovation is that it takes the Changde Branch of the Bank of Communications as an instance and pays attention to research how to control financial risks facing the PPP program through the actual cooperation cases on PPP program so as to provide assistance for the operation of banking PPP program.
