Study On The Present Situation And Countermeasures Of Land Finance

With the acceleration of the pace of urbanization in China,the local government's dependence on land transfer income has gradually deepened,and land finance has gradually become a topic of concern to the state and society.Land finance both in business and with the double characteristics of financing,for the city infrastructure construction,safeguard the people's livelihood provides help,at the same time,the land resources are scarce,could not bring the inexhaustible benefits,so with the passage of time,multiple risks faced by local governments began to appear.In combination with the present situation of land finance in China,mainly in T-city as an example,through the investigation and literature research methods,research methods and key analysis method to study the combination of land finance and financial system development,system of land management and future challenge problems,and puts forward the countermeasures and suggestions on land Finance and Governance on the basis of the research.First of all,the author puts forward the author's understanding of the connotation of land finance,and starts with the problem of national land finance.Secondly,from the way of land management in T-city to the district finance system,combined with recent land transfer payments data,with income,expenditure structure and other content analysis as the research focus,comprehensively on the characteristics and present situation of land finance development in T-city were analyzed,and the analysis of the possible future will face the land finance the problem of sustainable,policy formulation is not consistent with the current situation and problems of financing repayment pressure problem and social stability problems.Finally,combined with the actual situation of T-City,how to perfect the local tax system,scientific arrangement of land planning,the establishment of local government debt risk prevention and control mechanism,reasonable development of the real estate adjustment measures,summarize and put forward the question of T-city land finance suggestions.
