Research On Agricultural Development Credit Project Management In ADBC

Domestic financial institutions engaged in agricultural credit projects are the main agricultural development bank,Agricultural Bank of China Chinese and rural credit institutions,they follow the general rules of bank credit project,accumulated a certain amount of agricultural development credit project management experience,but the characteristics of the agricultural development credit project and the principle is not formed the theoretical system well,in the practice of project management for the project management professional(PMI)of the system by using the advanced concepts and knowledge is not enough.Researchers have devoted to learning project management professional organization(PMI)professional knowledge,and through the PMP examination,to the combination of science,project management mechanism(PMI)project management theory into the development of agricultural credit project management field.In recent years,the agricultural development bank to tackle poverty and serve the full service of agricultural and rural supply side structural reform,vigorously promote business innovation,strengthen the guidance and training system,strengthening credit management,effective control of credit risk,the development of agricultural credit business has achieved a rapid and healthy development.Agricultural development projects in 2016 loans 878 billion 570 million yuan,312 billion 240 million yuan more than the same year.Agricultural development project loan balance at the end of 2016 was 1 trillion and 706 billion 890 million yuan.At present,the Agricultural Development Bank Chinese loan project management is divided into early cultivation of counseling,reporting,investigation and assessment,acceptance review to consider approval and payment,loan management,loans and other sectors,at least through the county branches,two branch,the provincial branch of the three links,according to the project to apply for loans,may be submitted to the head office for approval.According to the project management knowledge system guide,the project management has nine major knowledge areas,five process groups(42 processes),and also covers the project stage and life cycle theory.The Agricultural Development Bank Chinese agricultural development credit project is significant,which can be used to guide the project cycle theory cultivation stage,value theory can guide the acceptance and post loan management,time management theory can guide the review stage,communication management can guide the whole process.Agricultural Development Bank Agricultural Credit Chinese project of relevant national policy is not positive enough timely,lack of professionals,weak,compliance management,risk identification and disposal level should be improved,the lack of evaluation and analysis of problems of the project effectiveness.Aiming at the above problems,suggestions for improvement include: the firm will of the state,"three rural" service demand and follow the bank law;strengthen the training and introduction of talent construction;strengthen compliance hypothesis,improve internal control;establish and implement comprehensive risk management concept;revise and improve the project management system;the establishment of project management performance evaluation mechanism analysis.The Agricultural Development Bank Of China should strengthen the prospective study of policy,plan ahead to the business model,the main research present purchase service model to the market-oriented operation mode,explore mode to support agriculture development credit business,give full play to body of agricultural policy bank,to avoid being marginalized.Business innovation should be strengthened,and innovation should be directed to two aspects: agricultural modernization and livable rural construction.Agricultural Publishing should be based on the modernization and long-term development perspective,increase the training of project management professionals,and set up and carry forward the "professional people do professional things" concept.
