The Research Report Of Bank A Supports Poverty Alleviation In Yangyuan County,Hebei Province

The report of the 19 th CPC National Congress pointed out: "Resolutely win the fight against poverty.It is our party's solemn commitment to allow poor people and poor areas to join the nation in entering a well-to-do society." In order to implement the important directives of the General Secretary of the Jinping Xi,the Party Central Committee and the State Council have made many deployments to the poverty alleviation and development work,and put forward the basic principles of precision poverty alleviation and tourism to help the poor.Based on a series of policy document including ?Rural Tourism Poverty Reduction Project Action Plan??Hebei Tourism "13th Five-year " Development Plan??Hebei Province Implements Opinions on Promoting Tourism Poverty Alleviation Work?and?Yanshan—Taihang Mountain Area Poverty Alleviation and Implementation Plan?,Yangyuan County Tourism Poverty Alleviation Research Activity was launched.Through discussions with relevant staff of the Yangyuan County government and on-site visits to key tourism and poverty alleviation projects,the author investigated the status of tourism poverty alleviation in Yangyuan County,the financing needs of tourism poverty alleviation projects,and financing constraints comprehensively,systematically,and in-depthly.At the same time,the author combined the economic and social development and poverty conditions in Yangyuan County,and designed a financing plan for key tourism and poverty alleviation projects.The author hopes to proceed from the dual perspectives of A Bank and Yangyuan County Government,and put forward feasible measures and suggestions in order to further promote the tourism poverty alleviation work in Yangyuan County and alleviate the financing difficulties of the tourism-oriented poverty alleviation industry.Yangyuan County,as a key county in the new phase of national poverty alleviation and development,is rich in tourism resources,profound in cultural heritage,and geographically advantageous.It also coincides with the coordinated development of Beijing-Tianjin-Hebei and the 2022 Beijing Zhangdong Winter Olympic Games.Under many advantages,tourism poverty alleviation is undoubtedly the most appropriate way to get rid of poverty in Yangyuan County.Its strong resource advantages,emerging industry vitality,and strong hematopoietic function will become the vital force for poverty-stricken people in Yangyuan County.In recent years,Yangyuan County's tourism poverty alleviation exploration practice has achieved initial results.At present,it has formed the "eight-in-one" of the Nihe Bay Big Tourism Pattern,which includes a look at Nihe Bay,bathing in hot springs,visiting Kaiyangyang Fortress,climbing qingtianbei,buying leather clothes,enjoying beautiful jade,burning peaceful incense,and enjoy the charm of folk customs.However,in order to accelerate the pace of tourism development,it is necessary to further identify the points of convergence between tourism development and poverty alleviation development,identify key tourism projects with significant poverty alleviation effects,innovate financing models,improve the investment and financing system,and ease the financing difficulties and capital of major poverty alleviation projects for tourism.With regard to shortages,we will focus on promoting the transformation of tourism from “tourism tourism” to “global tourism” to ensure that the tourism industry will achieve spurt growth and fully drive the poverty-stricken people out of poverty and return to poverty.This report takes Yangyuan County as the research object.The content of is mainly divided into the following five parts:The first part is an introduction,which elaborates the research background,research purpose and significance of the report,specifically introduces the research implementation plan and research methods,and finally summarizes the research innovation points and deficiencies.The second part investigates and analyzes the situation of tourism poverty alleviation in Yangyuan County.The content mainly starts from the three aspects about the overall situation of economic and social development,the overall situation of getting rid of poverty,the overall situation of tourism development for poverty alleviation,and the main problems facing.In the third part,the status of investment and financing in Yangyuan County was studied and summarized.The contents mainly include the local comprehensive financial resources of Yangyuan County,the main construction of investment and financing,the analysis of major sources and methods of financing,and the major issues facing of investment and financing.In the fourth part,based on the overall status of economic and social,development and investment and financing in Yangyuan County,combined with the current task of poverty alleviation and tourism development planning,by conducting in-depth investigation and analysis of the basic conditions and financing needs of Yangyuan County Tourism Poverty Alleviation Project.The author have respectively designes financing plans for two key projects of the Nihe Bay National Archaeological Site Park and the Chuaigutuan Folk Culture Town,and provides practical guidance for promoting the financing of key poverty alleviation projects in Yangyuan County.In the fifth part,based on the above findings,taking tourism as the starting point,the author starts from the dual perspectives of A Bank and Yangyuan County Government and puts forword practical countermeasures and suggestions to promote tourism in poverty alleviation in Yangyuan County,mainly including playing a leading role in tourism poverty alleviation planning,building a well-known tourism brand image,and increasing tourism infrastructure construction.reinforcement the tourism investment and financing system for poverty alleviation,innovating the poverty alleviation financing model for tourism,and reinforcement the construction of grassroots party organizations.
