Since the reform and opening up more than 30 years,China's industrial economy developed rapidly,people's living standards continue to improve,but in recent years,there is more and more serious environmental problems,haze and serious water pollution,excessive consumption of resources,Is a long-term extensive economic growth modelCorrespondingly,on the one hand,in order to deal with environmental problems such as environmental pollution and lack of resources,China's environmental regulation policy has been gradually strengthened.On the other hand,in the critical period of industrial transformation and transformation of economic development mode,for seeking the coordinated development between resources and environment,green production technology innovation is developing.Environmental regulation requires enterprises to increase investment in pollution control,and Environmental regulation policies such as the collection of sewage charges and penalties,etc.,which increased the production costs of enterprises,so enterprises have the power to reduce their production through operation green technology innovation.This point of view has attracted the attention of scholars to study the relationship between the environmental regulation and enterprise technology innovation.At present,there are still some differences among the relevant research conclusions,a few scholars believe that environmental regulation will hinder the technological innovation,affecting the competitiveness of enterprises,but most scholars believe that environmental regulation can encourage enterprise innovation and promote resource allocation efficiency optimization.If the result of "incentive" is established,that is,environmental regulation has a significant effect on green technological progress,then is there a mechanism between environmental regulation and R&D investment?Does environmental regulation induce R&D inputs to promote green technology development?The study of this issue,on the one hand,for the answer:"in the background of China's environmental regulation continuously improving,environmental regulation will be a greater pressure for development of China's industry,or become an important driving force for economic transformation and green technology innovation ";on the other hand,the study can provide further testing for the" Porter hypothesis ",and,to a certain extent,improve the existing research system.At present,the research on the relationship between environmental regulation,R&D investment and green technology innovation rarely stinguishes the types of environmental regulation,and the research on its mechanism isdi also very scarce.This paper studied the relationship between the environmental regulation,R&D investment and green technology innovation,and concerning the impact of environmental regulation on which R&D investment will promote green technology innovation,and the above-mentioned mechanism needs to distinguish the types of environmental regulation,because the channel may be different for different types of environmental regulation.The paper uses methods of the combination of theory and practice,quantitative and qualitative.There is a flaw in this paper,that is,the data of environment regulation and R&D investment used in the measure is a total indicator because of the limitation of data.The results show that:(1)Investment-type environmental regulation has an incentive effect on green technology innovation,and the influence of R&D investment on green technology innovation has been influenced by investment-type environmental regulation.The direct effect of investment environment regulation on enterprise green technology innovation is about 9 times of indirect effect.(2)the relationship between cost-based environmental regulation and green technological innovation is not obvious.Although the cost of production increases the cost of production,the cost is little in the total cost of the business,especially if the original production technology can lead to high profit growth rates,then the rise of this cost Will not cause enterprises to pay attention,so companies are more willing to pay sewage charges.(3)R&Dinvestmentand enterprise green technology innovation is significant correlation;foreign direct investmentand enterprise green technology innovation is significant correlation;but the scale of enterprises and enterprise green technology innovation was negatively correlated.The main content of the paper is divided into two parts:First,through the overview,analysis and understanding of environmental regulation and technological innovation,environmental regulation and R&D investment literature review,to understand the current situation between the three studies,learn from previous experience and found inadequate.Then,the paper analyzes the relevant theories of environmental regulation,and constructs a model of environmental regulation,R&D investment and enterprise green technology innovation based on theoretical analysis.Based on the model,the market equilibrium analysis shows that environmental regulation is not only alone Affect the green technology innovation,but also through the induction of R&D investment to encourage enterprises to green technology innovation.Second,the relationship between environmental regulation,R&D investment and green technology innovation,this part takes into account the different types of environmental regulation on the impact of green technology innovation may be different,the environmental regulation is divided into cost and investment environment regulation,respectively The empirical model is established and the empirical results are analyzed by the fixed effect model from 2005 to 2014 to verify whether the above theoretical results are correct.
