Research On Optimization Of Energy Saving Management Scheme For Public Institutions In Ruian

With the rapid development of modern social and the further expansion of economics of scale,energy demand is also growing rapidly,with the consumption of energy is increasing sharply,and the traditional energy decreasing,energy shortage has become an important factor restricting economic and social sustainable development.As an important area of energy consumption,the phenomenon of excessive energy consumption exists in public institutions.At the same time,the public institution is the demonstration and benchmark of social behavior and public morality,and the attention of public institutions on their own energy consumption affects the energy consumption of the public.Therefore,to strengthen the energy-saving work of public institutions is not only to build a harmonious society,alleviate the pressure on resources,realize the necessity of sustainable development of the national economy,but also the implementation of Scientific Outlook on Development,guide and promote energy conservation in the whole society,and the effective way of building a conservation oriented society.In recent years,Ruian actively carry out energy saving management of public institutions.But in general,there are still many problems have not been fundamentally reversed,such as the total energy consumption of public institutions is too large,the energy utilization efficiency is not high,and the energy consumption equipment is backward.Therefore,it is necessary to take more effective measures to further increase the energy saving management of public institutions,and effectively improve the energy efficiency of public institutions.This paper takes the public institutions in Ruian as the research object,make full use of the relevant knowledge of public management theory,empirical analysis of energy saving data of public institutions in Ruian during 2012-2016,make discussion on the problems encountered in energy saving management of existing grassroots public sector,such as energy-saving work of public institutions is influenced by human factors,basic energy resource consumption statistics work is weak,and uneven development of energy-efficient public institutions.On the basis of this,the paper puts forward some suggestions on improving the energy conservation management of public institutions in Ruian,such as improving energy conservation management system,improving energy conservation policy system,optimizing examination and evaluation system and popularizing the model of Energy Performance Contracting and so on.The research of this paper provides some theoretical reference value and practical application value for the further study of energy conservation management of basic level public institutions in our country.
