With the continuous development of China's population and social economy,the pace of new industrialization and new urbanization have been accelerating,the contradiction between man and land is increasing,the area of cultivated land is being eroded by industrial and urban development.Although China's implementation of the world's most stringent protection system on cultivated land is curbing the trend of declining farmland,However,due to the continuous expansion of construction land,ecological resettlement of cultivated land and internal adjustment of agricultural structure,China's cultivated land has been reduced.Therefore,the Land Consolidation has become an important measure to improve the quality of cultivated land,increase the number of cultivated land,achieve the goal of cultivated land protection,promote the rational use of land,improve the conditions of rural production,strengthen the ecological environment construction and promote the farmers to continue increasing income.In recent years,in order to thoroughly implement the central and provincial work on rural areas,Shaoguan City has performed a series of decision-making arrangements to promote rural reform and development work,to conform to the integration of urban and rural development trend,to meet the aspirations of broad masses of farmers to build a better home.The arrangements formulated a three-year((2016-2018))action plan for rural reform and development,which aims to promote the demonstration of "integration of rural decentralized land".As Shaoguan important grain-producing households,Qujiang District also involved into this demonstration actively,on the basis of full investigation,Maowu Village of Datang Town,was listed as the first demonstration site,to promote the region's rural reform and development,expected to provide a model and experience for the city's creation work.Qujiang District Government set Mao Wu Village as a pilot to carry out comprehensive rural reform.Starting with farmland consolidation and further integration of fragmentary land,to concentrated farmers scattered farmland,to speed up the management for scale of farmland and the development of agricultural industrialization and modernization.In view of this,this project takes Maowu Village's consolidation of fragmentary land as the research object.Based on the analysis of Maowu Village's status of fragmentary land consolidation and the practical experience of domestic and foreign consolidation of agricultural land,this paper focuses on the existing problems and constraints of Maowu Village's farmland consolidation,evaluates the behavior and the motive mechanism of Maowu Village farmers,and puts forward some suggestions on how to optimize the farmland consolidation in Datang Town.In the course of the research,the subject adopts the research methods such as literature research,questionnaire survey and field investigation,and visits 40 households in the Maowu Village of Datang Town.In view of the problems such as the low scale of farmland,the lower quality of farmland,the serious secondary pollution of agricultural land and the lower utilization rate of farmland,the paper puts forward the concept of raising farmland consolidation,measures of improving the construction of farmland consolidation system and increasing the government's control on farmland consolidation.
