A Game Analysis Of The Supervision Of Practicing Behavior Of Registered Builders

Constructor(a Constructor)refers to the licensed registered personnel who is engaged in the construction project general contracting and construction management.Construction registration system originated in Britain in 1834 with more than 180 years history.The professional level and professional moral quality of registered construction engineer in the project management directly determines the quality and safety of a project,and it also shows whether the Chinese construction industry development is healthy or not.In recent years,some bad behaviors of the registered construction engineers in the process of examination,registration and practice have become one of the the most prominent problems in the construction industry.It is very common to see the registered construction engineer "affiliated" phenomenon and a registered construction engineer without registration license.In order to solve this problem,it is necessary to study the regulation of construction practice from the perspective of government departments.Using the theory of information economics and game theory,this paper makes an analysis of the game among market main parties in completing and registering construction supervision and put forward some supervision advice to the regulation of registered construction engineer personal,so as to improve the professional quality of registered construction engineer,professional level and management level,promote the healthy and orderly development of the certified qualification system.Specific contents include:(1)The author analyzes the practice qualification system of the construction engineer,the practice behavior of the architect and the supervision situation in and out of China and contrasts the two stages,including passing the examination and registration,of registered construction engineer qualification system.Therefore it can be supervised in these two aspects.(2)The establishment of the basic concept and theoretical model.The chapter expounds the theory of game theory and information economics,and explains the relationship between them.Through the game analyses the tolerance of government to the "affiliated" behavior and its influence on government’s regulatory reputation game single game and repeated game analysis,this paper concludes the government regulation model.(3)The game analysis of the supervision on the registered builder and the analysis of the relationship among the constructors.A game model is established to analyze the relationship between the supervisor(government department)and the regulated(registered builder)by using the analysis method of game theory to obtain a reasonable regulatory model.(4)Based on the actual situation in China,this paper puts forward the supervision suggestion on the registered builder,particularly from the registration,the review for the constructor examination after passing the exam,registration of interview defense,construction practice and further education and put forward some suggestions on the supervision over the registered constructors in accordance with the current construction market.
