The Research Of Problems And Strategies Of Rural Financial Management

On February 5^th,2017,The No.1 Document of the Party Central Committee emphasizes the significance of"Three Rural Issues"for consecutive 14 times.Large amounts of public funding has been invested with the implementation of a series of benefiting agriculture policy,such as agriculture-related funds.It has become the most important issue that whether the village cadres carried out the local funds.Under the situation,it is necessary to promote the construction of the village financial management innovation,which can improve the management,enhance the financial supervision and bring it into a standarded,regularized and institutionalized patten,to keep the social stability in rural areas.The experimental work of audit was carried out in hundreds villages in Linhai of Zhejiang Province,Pinyi of Shandong Province and Huaian of Jiangsu Province in2016,which has broken the limitations of rural finance and achieved remarkable results.The audit can help us improve village financial management timely and effectively.It not only discovers the problems but also puts forward practicable methods by the way of“Audit,Assist and Promotion”.Taking the audit of hundreds villages in a city as an example,the thesis analyses the problems of the audit data that is based on the rural land resources management,the management of rural collective assets,the fund management,the project management and so on.The thesis puts forward following measures to solve the problems.On the system,it is essential establish cooperative and the power balance mechanism.On the financial management,it is necessary to promote it network,strengthening finAncial management team,optimizing the position settlement and the internal control system meanwhile.On the supervisory mechanism,village must be audited by the state to combine internal audit and external audit,deepen financial disclosure and strengthen economic esponsibility audit of a village cadre.
