The significance of insurance is to help the insured against the risk,in the process of social governance is also facing the risk of various types,including natural disasters,accidents,insurance as a tool for social governance,can effectively prevent risks,safeguard the social development of Changzhi Jiuan,a prominent role in risk management.The new "Safety Law" forty-eighth provisions of the second paragraph:"the State encourages the production units of production safety insurance liability insurance",this sentence can be understood from the political level,the insurance system can help production safety supervision,promote the innovation of social governance,an important decision of national governance systems and governance capacity modernization.Under the current situation,although some regions and enterprises in different degree to the implementation of safe production liability insurance,but there are some problems,but also did not give full play to its strong role in promoting the work of production safety.Therefore,to explore the existence of the liability insurance of safe production in the development of the problem,put forward a set of effective solutions is essential.In this paper,the connotation of liability insurance of safe production and features are expounded,and analysis of the international experience of safe production liability insurance development,and reviews the development stage of production safety liability insurance in our country,the development of legislation and industry.Furthermore,this paper uses SPSS 22 software for quantitative analysis of China from 2012 to 2016,the liability insurance of safe production data,find the problems in its development.Mainly includes:the development of China’s overall production safety liability insurance lags behind,the international gap is big;the liability insurance of safe production in China industry development is not balanced;the security gap production liability insurance in regional development in China,the rapid development of the central region;production safety liability insurance in China has not been effectively integrated and cross insurance and product design problems.Finally,this paper puts forward suggestions on the problems in the development and establishment of the general principles of the development of liability insurance of safe production in our country and promote the goal,put forward from the government level,the level of insurance companies,three levels of enterprises to improve the level of the production liability insurance work incentive and security system,the insurance liability Sure,rates,insurance integration three aspects of norms of safe production liability insurance product design and development,and puts forward the optimization mechanism of insurance services,including foster security interactive social service system to support the establishment of safe production,accident prevention cost management system to explore the extraction,extraction of production safety accident prevention rescue fund,scientific use of floating rate mechanism,improve claims service the efficiency,so as to promote the liability insurance of safe production in China’s comprehensive,overall,efficient development.
