In 2017,the postal savings bank Liaoning branch(hereinafter referred to as the Liaoning postal savings)under the jurisdiction of the city line to implement the most province "steady growth,strive to be enthusiastic and press on,raise efficiency,control the risk," the work of thinking,focusing on the "2017 consumer credit business development guidance" requirements,overcome the economy continued downward,the regional real estate market the recession and increased competition and other objective adverse factors,contrarian,continue to maintain steady growth of consumer credit business,the interbank market stable status.With the change of population aging,declining birth rates,population relocation and other macroeconomic situation,consumer credit loans as the main business of the era has begun to change,from the development process and product structure of consumer loans in western developed countries,housing demand has been basically to meet consumer demand,will be gradually upgraded,thus greatly stimulate the automobile finance the development of.Therefore,the bank should conform to the changes in consumption trends,and actively embrace the emerging market,will turn challenges into opportunities,and further enhance the Liaoning postal savings consumer loan business in Liaoning market discourse and market position.This paper first analyzes the status quo of Liaoning postal savings business development,on the one hand,actively promote the construction of inclusive financial system,strengthen the Small and micro businesses,rural and remote areas of financial services,promote financial precise poverty;on the other hand,around the three to fall one up,optimize the allocation of credit resources,play the capital scale do the advantages,financial support for major national projects and major infrastructure construction.And then analyzes the main problems existing in the consumer credit of Liaoning postal savings,the main causes of these problems is the macro economic situation,the development of the real estate market stagnant and increasingly fierce competition in the industry.To this end,Liaoning postal storage put forward the market segmentation into the city and the county area of two levels of consumer credit management program.(1)will be the main battlefield as consumer finance business area of the city,and continue to promote national and regional key automobile manufacturers,car dealers,education and training institutions,overseas institutions,travel agencies and other partners of cooperation,to provide effective support for business development.(2)focus on the development of counties around the eastern region of Bohai,the counties around the two or three line cities,the central towns,parks and busy business districts in the county.Individual housing loans and personal car loans as the focus of development of county consumer loans.(3)integration of resources and process reengineering,the transformation and upgrading of retail credit as the goal,the overall framework and implementation path of retail credit plant planning.(4)enhance the ability and strengthen the risk control,innovative warning monitoring methods,set up early warning standards,warning levels,regular classification of early warning,the development of early warning upgrade,exit,punishment mechanism,the quality of assets and business start-up rights,approval rights linked to timely defuse risks.
