Research On The Performance Evaluation System Of County Government Procurement

China began to pilot the reform of government procurement in 1996 and began to gradually promote nationwide in 1999.The government procurement law was promulgated and implemented in 2003.In the more than and 10 years of the implementation of the government procurement law,government procurement has played an important role in saving financial resources,regulating financial expenditure,improving the efficiency of the use of fiscal funds and so on.The promulgation and implementation of the regulations on the implementation of the government procurement law in 2015 marked the beginning of a new stage in China's government procurement.This paper takes the county government procurement as the research object.The purpose is the anatomy of the whole of government procurement operation condition through this level of government procurement performance evaluation system of research.The county government procurement performance evaluation system to improve the efficiency of government procurement,strengthen supervision and management of government procurement,government procurement policy function,boost the county economic development and improve people's livelihood has very strong practical significance.On the basis of in-depth study of relevant literature at home and abroad,this paper expounds the concept of government procurement performance evaluation,and sort out the relevant basic theory.This paper takes the government procurement of Q County in Hebei Province as the research object.Based on the analysis of the present situation and existing problems of Q county government procurement performance evaluation,this paper fan out from as an example for the rest of the lot to follow and designs a set of performance evaluation system for government procurement from the aspects of government procurement performance evaluation objectives,evaluation subjects,evaluation index system,evaluation methods,evaluation procedures and results.This system is closely integrated with the actual situation of the county government procurement.This system is comprehensive and operable,which has a strong guiding significance for the scientific and rational evaluation of the county government procurement performance.Combined with the actual data of Q county government procurement,this paper makes an evaluation on the performance evaluation system of county government procurement.In order to ensure the operation of the county government procurement performance evaluation system,the paper puts forward the corresponding safeguard measures.
