With the development of globalization,Chinese economy plays an increasingly role in the world.And corporate university(vocational school of enterprise)increasingly reveals its importance in the region of the enterprise personnel training,regional personnel training,national talent training,and accelerating the economy speed.At the same time corporate universities began to fall to the ground,take root,sprout,and develop in China,which spend nearly two decades.Governments also began to gradually realize the importance of it to the supply of national human resources,and gave specific requirements in “the 12 th five-year plan”,"the national medium and long-term talent development outline" and other national policies to emphasize its importance and require it to be implemented all over the country.Meanwhile,our country is implementing a number of land policies of enterprise employees training,workers training subsidy,university-enterprise cooperation,new tutorial system,and credit transfer.However,there are few literature to study the corporate universities' evaluation and expectation to it.In this paper,the author is trying to unravel the mystery by using the method of questionnaire investigation,interview,literature research,comparative research and other integrated research methods.After the online and offline research,field visiting,and analyzing the key personnel interview in corporate universities and the institutions that implement relevant government policies in Shanghai XuHui district,we found that although there are enough government policies,and the dimension of these policies is relatively wide,the time of execution is longer.The longest is 19years(began in 1998)and the minimum is 2 years(began in2015),and the government didn't pay enough attention to enforce it,which lead to limited impact.Some policies such as “the Shanghai vocational skills training subsidy”,although it have a great influence in the whole Shanghai workers,it failed to consider its relation of corporate universities and rarely benefited the enterprise university in its implementation.Therefore this paper puts forward that the government should put the talent training of human resources and social security bureau in a leading status as soon as possible to strengthen the role of university in the enterprise standardization construction,and to support enterprise universities to play the more important role in the talent development in the enterprise and the supply of national human resources.And this paper also puts forward that the government should begin at the following dimensions: the government need to recognize and evaluate the importance of corporate universities in the enterprise and the cultivation of talents in society,and integrate social forces.The government should build a prototype of corporate universities standardization construction,clear the access mechanism of corporate universities,set up corporate universities standardization construction standards,build enterprise university resources sharing platform,and begin to evaluate enterprise universities,which will make the corporate universities to become the driving force of enterprise development and the acceleration of economy speed.
