Research About PPP Financing Model Of Highway

Since 2013 the central level began to vigorously promote the PPP financing mode in the field of infrastructure and public services,the Ministry of finance,development and Reform Commission launched the PPP project library and demonstration project,the local government also vigorously promote,it launched a new round of investment boom on the national scale.But at present,many government workers,investors involved in the PPP project,have the bias on PPP financing model of the policy,law and other issues of cognitive,some of the operation of the project is not standardized.Highway is a typical quasi public goods,it is suitable for public sector and social capital cooperation.This paper combs the research achievements of scholars at home and abroad,combining with the background to analysis the work of PPP financing mode in highway construction,and focus on in-depth research on PPP legislation,present situation of the financing of highway PPP and existing problems.By combining with the actual case of Zhejiang Province,to draw some useful experience.Firstly this paper introduced the times background of promoting the PPP financing mode in our country,and the domestic and foreign research status on the highway PPP financing.Basis of this to determining the direction of research;secondly,according to the highway public property and financing theory,needle depth analysis of the reality of the existence of the legislation,financing and other issues;finally combined with the actual case in Zhejiang Province,summed up the experience,try to give suggestions,and pointed out the inadequacies of this article.
