With the introduction of a series of related initiatives and economic development plans:Chinese "innovation-driven" strategy,as well as “the Belt and Road”,"public entrepreneurship and innovation" and "China-made 2025",how to further promote the development of high-tech industries,especially new and emerging industries and to enhance the innovation efficiency is of positive practice significance and theoretical research value.Since the reform and opening up,especially after entering the 21 st century,the proportion of Chinese high-tech industries in the global related industries gradually increased.After suffering from the 2008 global financial crisis,it has also been growing rapidly,but how to evaluate the evolution of high-tech industries innovation efficiency in Chinese different region and the change of Chinese interregional innovation efficiency brought about by the "inward migration" of some high-tech industries in eastern China since 2008,and the hidden economic motivation and policy implications behind still have a large research space,even blank spots.In this paper,a more objective evaluation index system is sorted out by researching literature review and analyzing high-tech industry R&D activities.Then,we use ANP(Network Analytic Hierarchy Process)to determine innovation input indexes weight and use DEA(Data Envelopment Analysis)to calculate innovation efficiency of 25 provinces in China(excluding the provinces whose key data is missing)based on “R&D-commercialization” decoupling perspective and the data of Chinese high technology industry statistics yearbook from 2005 to 2015.Finally,innovation efficiency improvement suggestions are put forward according to different innovation efficiency evolution mode.In this new model,the innovation efficiency evaluation unit was decomposed into the two dimension and four quadrants,which can more clearly grasp the different innovation mode and the choice of upgrading path.Through the theoretical analysis and empirical research,we can find that the two-dimensional evaluation model based on "R&D-commercialization" is helpful to distinguish the connotation and boundary of R&D efficiency and innovation efficiency more accurately,and can better deconstruct and reconstruct the evaluation vector of regional innovation efficiency,so as to present more detailed decision support information."R&D" high-efficiency does not necessarily mean "Commercialization" high efficiency,and even the DMUs in the decision-making unit of low R&D efficiency and low commercialization efficiency,there is still a number of alternative upgrading paths.In addition,from high-tech industry innovation efficiency evaluation of Chinese different provinces(cities)or regions,we found that except for Beijing,Tianjin and Guangdong these few provinces and cities,the high-tech industries of other provinces and cities are more or less facing the problem of commercialization inefficiency,which may be the key realm of science and technology policy-making during Chinese "thirteen five" period.
