Analysis On The Performance Of Fiscal Support For Agriculture In Shandong Province

Agriculture is a basic industry of our country,which is not only related to the food security of our country,but also has a great influence on the development of non-agricultural sectors of the economy.Agriculture is characteristic of long production cycles,which is under the influence of the natural environment,coupled with its innate weakness,the government needs to give the agricultural structure more concern and support at each stage of economic development.Shandong,as a major agricultural province of China,which has been actively taking various measures to promote agricultural development and it has made certain achievements in improving the infrastructure construction of agriculture and increasing farmers' income.With the improvement of economic power in Shandong province and the increasing of its financial revenue,the scale of fiscal expenditure is expanding,but we should also be concerned about the fiscal performance.Improving fiscal performance and achieving targets of financial support in agriculture are the significant meanings of supporting the agriculture by finance.In order to achieve the expected effects of supporting the agriculture financially,not only do we need to increase fiscal spending,but what is more important is to focus on how to improve fiscal performance.Based on the theory of agricultural financial investment and cost-benefit theories,on the basis of the theory of public finance,relevant data were collected.Analysis from the scale of absolute and relative size of the financial Fund for agriculture inputs in Shandong province.the statistical analysis covers many aspects which are related to economy,society,and environment.Using DEA model from technology efficiency,pure technology efficiency,scale efficiency and the scale paid to make an analysis,finally reaching a conclusion that the obtained input of supporting the agriculture is not stable,the management of funds isn't in place,and the scale is not reasonable.Then chapter analyzes the level of finance expenditure performance to support the agriculture,and getting the enlighten that the improving of fiscal performance abroad requires large-scale investment in agriculture,high coverage,and perfect laws and regulations.Finally comes up with some policy recommendations to improve the fiscal performance of agriculture in Shandong province,including some measures on the scale optimization of fiscal expenditure,and improving the efficiency of the management of financial funds and the like.
