Research On Quanzhou Municipal Government's Ways Of Resolving Labor Disputes

The labor relation is one of the basic social relations,the harmony and stability of which matters the healthy development of social economy.As a hot issue,the labor relation has drawn social attention widely.Quanzhou is a city which has the largest number of private enterprises in Fujian province,the economic gross of which has topped the list in Fujian for years.Every year millions of migrant workers are attracted to work in Quanzhou.However,the labor disputes have increased sharply recently.The number of cases about labor disputes is remaining high,and the local government is struggling to cope with them.Characterized by variety,mass and complexity,the labor disputes have been a great challenge for Quanzhou government as to how to resolve them effectively.The paper focuses on the role that the local government should play and analyze the ways it should take in the process of resolving disputes through empirical study.Firstly,this paper analyzes the concept,characteristics and forms of the labor relations.Next,based on the author's actual working experience of dealing with labor disputes,the paper takes Quanzhou city as an example.It points out the main problems existing in the field of labor relations in Quanzhou and analyzes deeply the reasons.Then,by borrowing the successful experience from other cities in labor disputes,it proposes the ways that the local governments should take as to resolve the labor disputes effectively,that is to improve the laws and regulations of Labor and Social Security,to modify the evaluating system of government achievements,to establish quick and effective linking mechanism and coordination mechanism among government departments,to strengthen the function of labor disputes arbitration organization,and to enhance the quality and efficiency of collective negotiation.This paper offers very important reference value for the local governments to resolve labor disputes effectively.
