The farmers’ cooperation funds have advantages of symmetry of information,financing low-cost,convenient loan,capability of adjusting to rural economic development and so on,which play an important role in improving rural financial supply and relieving the rural loan restraint effectively.But regula r farmers’ cooperation funds still widely have some problems during their development of smaller scale,choked financing channel and poor financial services.Therefore,it is so much important to analyze the problems of the development of the famers’ cooperation funds in detail for solving the problem about severely imbalance between rural supply and demand,promoting the sustainable development,realizing agricultural modernization and developing cooperative finance.The paper takes Shilin farmers’ cooperation fund of Jingtai in Gansu as the research object,analyzing its present situation and problems by the way of qualitative analysis from supply aspect.The result shows that although the fund has been increasingly scaled up and its profitability has beco me stronger than before from the date of establishment,there are still many problems of small developing scale,choked financing channel and single finance services.The study analyzes the situation of obtaining services of members by the fund from the aspect of finance demanding by applying questionnaire analysis,which comes to the results of that famers have a high acknowledge degree,69.49% of them express they know the fund generally;91.8% informants have been participated in the fund,which means a high participation rate;in the side of financial demanding of members,91.8% of them have demand will of finance,which means members are in great demand of finance.93.44% informants chose making the fund as the first loan channel,they believe that it is easier to get loan from the fund.In the amount of money,80.39% members can only obtain ten or thirty thousand Yuan.From the aspect of service level of the fund,14.46% members shows an dissatisfied attitude which mainly means they are not satisfied with the business lines,loan amount,professional skill offered by the situation.The states above can be concluded that because of finance supply and demand imbalance,the fund can’t satisfy the needs of the members,which exists the problems of lacking of finance quantity delivered,financial service and products.The main reason of finance supply and demand imbalance problems above is because of the poor capital sources,services,management and restricting of regime.The paper analyzes the operational performance of Shilin famers’ cooperation fund by B2 C model of DEA methods from two aspects of the running capability and serving capability of the fund.The results shows that the operating efficiency only meet the DEA effective in 2007,2012 and 2014,average combined efficiency is 0.893,which means poor technology and scale collectively lead the inefficient of operating efficiency.Financial fill rate meet the DEA effective in 2008,2010 and 2014,average combined efficiency is 0.914,which means poor scale is the main reason of restricting finance satisfying.The efficient of the fund shows a positive correlation with asset scale,saving and loaning ratio,per-capital loan of farmers and shows a negative correlation with operating expenses ratio.According to the efficiency evaluate result of operating and situation of supply and demand of the fund,suggestions has been proved that improving capital strength,expanding the fund’s scale,intensifying financing favorable policies,boarding the financial resources,exploring business kinds,innovating financial products,reinforcing policies supporting,improving broadcast dynamics,enhancing supervision and completing supervising system.
