The upgrading of network information technology and the development of complex and personalized market demand structure make the project characteristic of production activities gradually appear. The project management mode has become a trend for the future enterprises, and the choice and construction of the project organization structure will be the primary consideration for all enterprises during the process of project change. As a mixture of functional organization and project organization, the matrix project organization is widely praised for its good project flexibility, environment adaptability and better resource sharing. However, the specific decision-making allocation conflict between project team and all functional departments remain unsettled effectively. The research on the factors of project decision-making allocation is also inadequate, and most focus on the independent impact of the factors on decision-making allocation, while ignoring the interaction between factors, which is very limited for enterprises.Based on this, this paper attempts to find out the influencing factors of the decision-making allocation in matrix project organization and explore how they act together on the allocation of project decision-making through mutual contact. In order to solve the above problems, this paper firstly on the basis of the relevant theory present that the definition of decision-making allocation in matrix project organization, namely the professional allocation of different project decision-making content between project manager, functional managers and top managers under the influence of a variety of factors, which use decision participation to evaluate the decision-making power whether it is centralization or decentralization.Secondly, based on case interviews and content analysis this paper extracts the influencing factors of decision-making: decision-making knowledge, task interdependence, target consistency and central position in decision-making process. Then the research model is constructed. Finally, the data of all factors and result variable of all project decision-making matters are collected by expert scoring method.Data analysis is carried out by fuzzy set qualitative comparative analysis method for exploring the factor combination which lead to decentralized decision-making allocation and centralized decision-making allocation, based on this this paper analyses the general rules of decision-making in matrix project organization.Through the literature analysis, content analysis and qualitative comparative analysis, this paper finds, there are 2 kinds of factor combinations lead to decentralized decision-making allocation to functional managers and 3 kinds of factor combinations lead to centralized decision-making allocation to project managers or top managers.Through the comprehensively analysis this paper finds:(1)the project decision-making allocation mode is the result of the mutual impact by the combination of multiple factors;(2)The result of project decision-making allocation can be caused by different reason combinations;(3)the specific impact of factor on the project decision-making allocation depends on how it works with other factors;(4)in the different stages of the project life cycle, the decision-making allocation is also different.
