| In recent years,with the rapid growth of China’s economy and the sustainable development of coastal areas and the construction of "one way",the existing land in some coastal cities is far from meeting the requirements of its development.However,the level of land development projects,large volume,high demand of funds,the traditional government investment has been unable to meet the requirements of the existing land growth rate,it also limits the development of China’s coastal city.In order to adapt to the speed of economic development,and better promote the construction of coastal cities,the introduction of market-oriented investment and financing in the primary land development project is an effective means to solve the development of coastal cities.Compared with the financial allocation,bank loans and land leasing retained the three form of financing,the PPP mode can broaden the sources of funds,ease the financial pressure of the government,reduce local government debt crisis,conducive to the transformation of government functions,improve capital utilization efficiency,improve the supply efficiency of public facilities.However,at present our country adopts PPP mode of land development is still in the initial stage,the reference case is less and less,and the PPP project has the characteristics of large amount of investment,long payback period,the construction of many risk factors,these characteristics cause the land development projects are facing great financial risk,and reduce the the prevention of financial risk is an important problem of PPP mode of land development projects urgent.In this paper,the research background,significance and domestic and foreign land development model are described and analyzed,combined with the current status of China’s land development level,the current level of land development in China PPP model.This paper first expounded and compared from the research background,significance and the domestic and foreign land development mode,combining the current situation of China’s land development level,come to our country at this stage for the market leading PPP mode of land development.Then the PPP model of land development project,construction period,recovery period of land management,investment and financing cash flow and cash flow risk analysis,the concept of financial risk early warning mechanism defined in PPP project.Combined with the financial early-warning method,PPP evaluation method and earned value method,the establishment of early warning indicators of financial risk in various stages of PPP mode of land development projects,and the establishment of early warning indicators of financial risk category,by the east coast of Shantou metro project case,theapplication of financial early-warning index system is described,which is conducive to the management of the project management and risk control... |
