Long-term care insurance has the function of risk sharing,fund reciprocal activities.It is insurance for the insured to share the costs of receiving long-term care services.A series of problems caused by aging.Countries must face these issues together.China is a large populous country.The number of elderly people is very large,speed is growing very fast.At the same time,the elderly and disabled elderly also increased.In this context,more and more elderly people need long-term care.At present,our country has not established a unified national long-term care insurance system.But there are 15 cities such as Qingdao,Nantong began the pilot work.Qingdao relies on medical insurance to establish long-term care insurance.Nantong relies on a variety of financing channels to make long-term care insurance into an independent insurance.The establishment of long-term care insurance system in developed countries is early,formed a complete long-term care insurance system.The long-term care insurance system of the United States and Japan has its own characteristics.Combined with the experience of Qingdao and Nantong in the model exploration,Absorbing the experience of long-term care insurance system in America and Japanl.It is found that the long-term care insurance system in China is inadequate,the development of commercial insurance market is not enough,the lack of supporting facilities,the imbalance of resources distribution.This paper puts forward the legislation first,in-depth excavation of commercial care insurance market,optimize supporting facilities,to overcome the gap between urban and rural gaps,and to design a basic framework and supporting policy of long-term care insurance with both safeguard system and service system.
