The Design Research And Achieve Of A New Type Of Ftw Model And It’s Risk Control Model

Small and middle-size enterprises play an important role of our national economy,meanwhile the difficulty of financing is also the biggest bottleneck for these enterprises.Finance,Transportation and Warehouse(FTW),an innovative model aim to help those small and middle-size enterprises obtain the loans from banks by transferring the unwilling-accepted movable properties to the acceptable collateral,designed by the professors in Fudan University —— Qi Luo and Daoli Zhu on 2002,based on the enterprises’ self-exploration.The traditional FTW patterns: delegation model,unify credit model and jointly delegation model,whether they are bank driving or logistic centric,with different applicable scenario and advantages,they all unavoidably have some short comes.In order to solve those problems,this paper proposes a new kind FTW based on the actual situation,which can eliminate the negative factors in the traditional FTW model,includes the inefficient communication between banks and logistic enterprises in the delegation model,the infinite risk taken by logistic enterprises in unify credit model,and the endless collateral monitoring that required the participation of suppliers.Base on this,this paper also proposes a new type of FTW risk control model which is different from the traditional ones.By combining the pre-precaution credit risk evaluation system and feedback-control collateral monitoring management system,the new-type FTW risk control model breaks the traditional way of only concern about the risk evaluation before lending.The B/S based collateral monitoring and management system provides a real-time,dynamic supervise of collateral,achieves a whole-process risk monitor during the FTW operation and comes to a closed loop of the FTW risk control.The new FTW model and new-type FTW risk control model,proposed in this paper,had been successfully implemented in a state-owned company and it’ suppliers,this can positively promote the solving of small and middle-size enterprises financing problem,upgrading the business of logistic enterprises and banks’ business-extension.
