Research On The Relief Of Urban Fiscal Stress

City fiscal stress is an important factor affecting the development of urban economy.With urban economic situation downward,the city government will adopt a series of ways to ease the fiscal stress to promote economic development.This paper analyzes the approaches to ease the fiscal stress from the current financial situation and fiscal stress of megacities and megalopolis.It concludes three aspects: fiscal system innovation,fiscal policy adjustment and government supporting policy adjustment.This study also uses this as a research hypothesis by analyzing the panel data of megacities and megalopolis in 2007 and 2015.China is a unitary state and fiscal system is formulated by the central government.City government has no right to formulate the fiscal system,so this paper dosen't make an empirical study of fiscal system adjustment.The results show that fiscal system innovation transfer payments,land finance density and expenditure structure have significant impacts on the ease of fiscal stress by fiscal system adjustment.The results also show that industrial structure,population density have significant impacts on the ease of fiscal stress by fiscal policy adjustment.Therefore,it is suggested that we should reform and innovate fiscal system deeply.By optimizing the fiscal policy,we should improve the structure of fiscal revenue and expenditure.We also need deepen reform the implementation of supporting measures.City governments have many other specific measures to ease the fiscal stress such as carrying out real estate tax reform,improving the efficiency of spending and reforming the household registration system etc.
