The Government Audit's Decloure And Deterrence Effect On Regional Economic Development

Decentralization reform of the system design plays an important role in the development of our country's economy.China's decentralization reform mechanism,however,incentives to ignore the supervision,there are some defects,as the economic dimension,the accumulation of institutional incentives will face failure.Especially after the 2008 fiscal crisis,the separation of reform system defects to the surface.Decline in the national economic development speed,but the economic transformation was too big to fail.Therefore,in recent years as the government auditing supervision mechanism to maintain domestic economic security,make up the defect of the decentralization reform,promoting economic development.However,due to the progress of the theory lags behind,the government auditing is still limited to the supervision.This article through to the central decentralization and government audit found the government auditing literature cannot be only in the supervision has exposed effect,at the same time for the government officials deterrent.At the same time,by comparing the principal-agent theory and the theory of deterrence effect found similar sex,in order to find the government audit deterrent effect.This is a historical research has failed to hit.Therefore,based on the background of the decentralization reform,combining with the principal-agent theory and the theory of deterrence effect was analyzed by using the same model under the background of economic decentralization,reveal the effect of government audit and deterrence effects affects local economic path.And utilizing the data from 2007-2014 for empirical test.The empirical results find that the government audit deterrent effect and reveal effects all has significant impact on local economic development.Reveal the effect in the short term has a negative impact on economic development,but the negative effect is to improve the rationality of the economic development as the prerequisite,ultimately promote the long term development of the economy;And deterrent effect has a significant promoting effect on the local economy,timeliness has certain hysteresis and deterrent effect,but the deterrent effect has continued in the medium and long-term influence.For local economic development on the one hand,this shows that the government audit by revealing problems reduces the economic risk,on the other hand through deterrence to curb opportunism behaviors of the local government,improves the efficiency of the long-term economic development.
