A Study On The System Of Subscribing Affordable Housing Admittance In Our Country

Affordable housing is guaranteed commodity housing,which is launched by the government to solve the housing problems of middle-low-income families,and it is a special type of real estate adapts to China’s basic national conditions and Social and economic development.As an important part of China’s social security system,affordable housing policy has made some achievements.However,in recent years,many problems have been exposed in the process of the policy implementation,especially the problems in the process of purchase and admittance,which directly affect the realization of the housing policy,and even affect the development of social economy.It has great practical significance to improve the affordable housing policy system,and strengthen the management of the purchase and admittance process to ensure the housing needs of low-income families,it also ensure the realization of the housing policy objectives.This paper is based on the background of China’s affordable housing purchase and admittance policy,Research on the purchase and admittance policy,using the methods of comprehensive induction,combination of theoretical and empirical and literature research.This paper analyzes the outstanding problems such as the unclear definition of the beneficiaries,the lack of government department management,the strict examination of the purchase qualification and the investment of real estate,and analyzes the root causes of these problems,that is,the policy implementation standard is not clear enough,the development process is not standardized,the evaluation system is not perfect and the policy punishment is insufficient.This paper researches and analyses of the housing security system and characteristic in developed countries,and analyzes the enlightenment function of successful experiences of developed countries in solving the housing problems of middle-low-income families to improve China’s affordable housing policy.This paper combines the basic national conditions of our country and draws lessons from the successful experiences of the development and implementation of housing security policies in developed countries.In view of the existing problems in the process of purchase and purchase in China,this paper puts forward the countermeasures to improve the policy of purchase and purchase of affordable housing Including the following aspects: the establishment of legal control system,improve the income tax policy system,as well as a variety of ways to conduct supervision and review measures,through the construction of a sound judicial mechanism to ensure that the implementation of policies in accordance with the law,to strengthen government funding.Continually we take a variety of measures to increase the number of housing supply,improve the provident fund policy to solve the contradiction between housing supply and demand,and improve the affordable housing purchase policy to ensure the low-income housing needs.
