Technological progress is the key to keep a healthy,stable and sustained growth of a country's economy.A large number of studies have shown that when a country is in an open economy environment,its own R&D investment can promote domestic technological progress,at the same time the R&D activities of other countries and regions can also directly or indirectly affect the technological progress through various channels.With the strategy of "Going out" and "the Belt and Road" has been implemented,the scale of China's foreign direct investment is rapidly expanding and its reverse technology spillovers are gradually highlighted.How to better through OFDI reverse technology spillover to promote domestic technological progress has become the focus attention of current scholars.Based on the absorption capacity regulate OFDI reverse technology spillover,this paper first systematically combs the related research at domestic and abroad and the theory of OFDI reverse technology spillover effect,and analyzes the investment scale,location distribution,industry distribution and main body composition of China's foreign direct investment development status.Secondly,the absorptive capacity was analyzed systematically and the regional absorptive capacity was classified as three dimensions: acquisition ability,assimilation ability and utilization ability.The improved entropy method was used to analyze the outflow and absorption capacity of OFDI reverse technology in each region.Finally,based on the inter-provincial panel data from 2005 to 2014,the existence,regional difference and absorptive capacity adjustment effect of OFDI reverse technology spillovers were studied by international R&D spillover model and expansion model respectively.The results show that: First,there is a large gap between China's regional absorptive capacity.The eastern region is generally higher than the central and western;second,the development of regional technology market,the output of the agglomeration effect is the main factor affecting the regional absorptive capacity of China and the ability to acquire,assimilation ability and utilization capacity of the contribution to regional absorptive capacity are different;Third,China's OFDI reverse spillover effect exists and there are differences between regional effects,but compared with the extent of domestic R&D capital stock,the foreign R&D capital stock caused by OFDI affect China's technological progress is still small,R&D investment at this stage is still the main driving force of China's technological progress;Fourth,the regional absorptive capacity of the regional OFDI reverse technology spillover effect of the regulation played a positive role in promoting the size of the different.Finally,based on the empirical conclusion,this paper puts forward the countermeasure and aimed at improving the reverse technology spillover level of China's foreign direct investment.
