| The so-called special funds for industry support policies,refers to the policy system that when a country or local government formulating its outline or regional development plan,it not only concerns about the objective laws of economic development and the current as well as future development trend of domestic or local industry during certain periods,but also comprehensively implements necessary financial interventions on relevant industries by means of various financial supports,such as offers subsidies in case to fosters or awards them.Such policy system will guide or promote the restructuring of relevant industries,so as its prior and rapid development;enhance its competitiveness and revitalize other industries,thereby,activate the overall development of economy.National or local government uses the special funds for industry support policies to support pillar industries,guide industries,bottleneck industries and infant industries.This important policy means has the function of protecting and supporting the growth of the infant industry,and plays an important role in changing or transforming industrial structure layout and accelerating economic growth.The author,with the advantages of whose working department has a close relationship with the department of making the special funds for industry support policies,managing,supervise and inspect capital and implementing performance evaluation of Nanshan district,collected a considerable amount of relevant first-hand material and valuable data in daily work.On this basis,the author adopts the method of qualitative anaylsis on studying the special funds for industry support policies in Nanshan District.The author conducts efficiency analysis on what effects the policy brings by studying both the evaluation progress and the contents of it at first,then sums up its role in the process of economic operation,and compares and analyzes the reasons of its revisions in different stages and what main problems it solved at the end.By researching the new regulations of law,finance and economics,studying plenty of case studies and analyzing industrial data and financial data in depth,the author concludes the existing problems as well as the reasons for causing these in current policy,and believes that there are seven main problems: first,there is still prominent phenomenon of “focusing more on allocation and less on management”;second,review projects have possibility of corruption;third,it is difficult to evaluate performance of some projects needing approval;fourth,in the process of carrying out the policies,it is more flexible and less rigid to carry out the policies of some items of funds;fifth,insufficient communication of policies impacts on the effect of policies;sixth,when entrusting banks to supervise the special industry funds,the project fund might face enforcement after the supported enterprise is involved in legal lawsuit;and seventh,supporting policies between urban areas lack coordination,and there are some fierce competition between regions and so on.Finally,the author believes that the policy should be improved from the following aspects: first,define the government functions and ensure the government fulfills its role in public management service.;second,enhance management of project review and gradually eliminate the projects needing review;third,improve mechanism of performance evaluation and continue to make innovations of supervision;fourth,work hard to communicate the special industry funds policies;fifth,optimize the model of entrusting banks to supervise the special industry funds;sixth,promote coordination of industrial policies in the city and improve benefits of using the funds. |
