Since the end of last century,modern logistics industry in China has gained rapid development.Market and government have promoted the development of logistics parks in China.According to statistics,since 1998 the first national logistics park establishment in Pinghu Shenzhen,China has completed more than 600 logistics parks,with a total of over a thousand including the ones being planned.However the reports on the ineffective implementation of the logistics park planning are common.Therefore,it is necessary to carry out the empirical research and sum up the experience and lessons on the logistics park planning and implementation in China.As the forerunner in China,Pinghu Logistic Park has a history of nearly 20 years,with the management area of nearly 15 square kilometers and the planning Logistics Land area of about 3 square kilometers.At present,Pinghu Logistics Park has sold 225 hectares of Logistics Land,less than 2/3 of which has been built and operated.But Logistics Land engaged in other function rather than warehousing and distribution is more than 3/4 of the sold ones,with the transformation of the business and office functions.And there are only 13 logistics enterprises maintaining the warehousing and distribution services,scattered in 10 discontinuous plots occupying a total area of 59 hectares in the logistics park.The present situation of Pinghu Logistics Park is far from the planning intention of the logistics centralized layout.The paper summarizes the construction process of three different stages of development of Pinghu Logistics Park,and focuses on the analysis of three aspects about the participating enterprises,government administration and rail freight.Research results are as follows:There are over 60% enterprises without according to the planning function and conditions.There are 33 enterprises in the name of the logistics function to obtain Logistics Land in Pinghu.Over 60 percent of the enterprises did not follow the planning requirements and conditions,but repeatedly applied for modifying the planning,in order to improve the FAR,increase the portion of the residence and office buildings and change the main function of land.The policy loopholes about the deemed "idle land" provisions and the added "W0 logistics land" and "logistics architecture" classification,can help the enterprises not only avoid the legal cognizance and punishment about construction delays and development of non-storage function,but also get the government excuses— "the plan does not pass" and "standard specification for construction of adjustment" —to change the planning conditions.This series of acts caused the poor development outcomes and the dispersed layout of logistics space of Pinghu Logistics Park.The local government,responsible for the management of Pinghu logistics Park,actively promotes its industrial restructuring.As the administrative authorities,Longgang District Government is more concerned with their own needs and the local development.At the beginning of time,The local government favored the wholesale market,which is not in line with the planning objective of logistics park,rather than warehousing and distribution logistics projects which pay low tax revenue.And recently the local government took the initiative to actively promote the transformation and upgrading of Logistics Land in Pinghu.The excessive scale,close to 15 square kilometers,increased the difficulty of the early infrastructure construction and the risk of the scattered distribution of logistics projects.Therefore,it is necessary to plan logistics parks with the opinion about the rational layout of urban function.And the management of logistic parks should not be handed over to the local government.Railway freight growth in Shenzhen is significantly below expectations.The plans of Pinghu Logistics Park is based on function of railway freight.But the railway freight and railsea intermodal transportation has lagged severely.Railway container freight station planned in Pinghu still remains in abeyance.Rail freight,far less than the expected,had a negative impact on Pinghu Logistics Park.As the agglomeration spaces of logistics activities,logistics parks are indispensable for the sustainable development of cities,which is aiming to efficiently lay out the urban space,to agglomerate the logistics industry,and to prevent interference from urban environment with logistics activities.But with negative externalities,logistics parks not only inevitably cause environmental pollution and traffic noise on the surrounding,but also relatively contribute the low local economy.When developing a plan of the logistics park,its characteristics should be considered,as well as needs of market and governments,to ensure implementation of the logistics park planning.
