The Emergency Management Of The Food Security

"People is the basic of a country,food is the basic of the people,security is the basic of the food.".In recent years,food security has been a hard nut in the world with food safety incidents occurring frequently.Since the 21st century,people are deeply stimulated for the domestic food security situation deteriorated.Food security crisis concerns a large number of and diverse food operators,throughout the production,processing,transportation,distribution,consumption,not only has damaged people' s life and property,but also has been a severe text of management in our country.Food security crisis is closely related to all aspects in our society,which affects the vital interests of the life and property of the broad masses,which affects our overall well-off and harmonious society,which affects the sustained healthy and rapid development of national economy,which affects the legitimacy and credibility of the party and the government.How to manage effectively to food security crisis and to be a mechanism of food security basing on Chinese facts,is the responsibilities of government safeguarding the interests of the people and the difficult problem which is anxious to solve all over the community.Although Chinese capita GDP has been more than $5000 since 2012,but there are a large number of areas sticking at capita GDP$5000 for the difference of regional development,such as Yunfu city.According to the economic development of America,the food security crisis regularly broke out when capita GDP reaches about $3000,which calls for professional measures by the government.With great variety,large quantity and extensive distribution,the food industry mainly including small and medium-sized enterprises is more weaker in Yunfu city because of crude production condition,weak managerial capacities and the potential dangers in quality.However,on the one hand,the main regulatory system of the government of Yuncheng district is not mature enough,standards and testing technologies of food safety are still vulnerable,the information is always asymmetric,the food security crisis level needs to improve risk prediction and enforcement should be intensified.On the other hand,the mercenary food operators can't stick to the concept of business integrity,which is loss of moral value standard,producing and selling the fake and shoddy food.All of these make safeguard food security is becoming more difficult.This dissertation mainly includes six parts:firstly is the introduction,a brief introduction to this article research background,meaning,research train of thought,main content and research status;Secondly,related concepts and theoretical summary,which includes connotation and characteristic of food security management,the overall government theory,life cycle of crisis management theory,risk management theory and the theory of the elaborating management.It laid the foundations for later research.Thirdly is the present situation of Yunfu city food security crisis management,giving a detailed account of the basic situation of food enterprise,division of labor and staffing of food security crisis management organization,food sampling observation and the situation of cases in recent years;Fourthly is the question and the reason for the food security crisis management in Yuncheng district of Yunfu city existence,such as:food security crisis management organization are unscientific,personal qualities need to improve,food security crisis emergency plan is not perfect,crisis public relations are negative,punishment and reparation are astonishingly small,performance evaluation system is imperfect,civil liability system and technical support are lack and so on.This paper argues that cause of this phenomenon is mainly comes from government,enterprise and society.Fifthly,to use advanced experience of food security management from developed countries and regions abroad.Lastly,how to strengthen food security crisis management in Yuncheng district of Yunfu city,such as:to regulate and improve the food security crisis early warning and managing mechanism,to promote food security crisis management specialization and standardization,to construct the food security crisis resource management platform,to improve the food security crisis management evaluation mechanism,to build food security credit mechanism.
