The rapid development of China's economy has entered the "new normal" period after 40 years of reform and opening up,which economic growth has dropped significantly and the development potential is obviously insufficient. With the "backward advantage" and the market economy released the "system bonus","demographic dividend" gradually subsided, the current Chinese economy is facing difficulties in the transformation of industrial structure, lack of innovation-driven capacity and imbalance between supply and demand and a series of growth bottlenecks, the potential economic development lack of strong contradictions. In order to solve the above dilemma and get rid of the "middle income trap" constraints,we can see that the implementation of human capital to promote economic development mode change, the full release of human capital driven by the "second population dividend" will be effective to solve the problem.First of all, this paper makes a paper review and comment on the research and the latest progress of human capital at home and abroad, expounds the problems from the aspects of concept particularly, accounting, the relationship with economic growth, eventually provides theoretical support for the follow-up research.Secondly, the data source and variable selection are introduced in detail, and the comprehensive index system is established on the basis of the existing research results. Then, through the construction of the multi-system coupling model of human capital and economic growth, the coordinated evolution mechanism between China's regional human capital and economic growth level in the past 33 years(1982-2014)was evaluated, and the three-system coupling transition mechanism was discussed again. Then, the article uses the semi-parametric additive model to explore the non-linear fluctuation character of human capital's role in economic growth, analyzes the linear,non-linear and comprehensive effects of human capital on economic growth. Finally, the quantile regression model is used to analyze the contribution of changes in human capital and other inputs to economic growth at specific points, thus clarify the influence of various input factors on regional economic development.Meanwhile, the PSTR model was used to study the threshold characteristics and regional differences for human capital of mental quality and physical quality to the economic growth. The results show that the level of coupling value is low and decreasing from East to West.Middle and west has not yet achieved transition from the recession to the coordinated development. The analysis shows that the eastern part should pay more attention to the independent innovation ability of human capital, while the central and western regions should pay attention to the imbalance ability of human capital. In addition, the semi-parametric additive model and the quantile regression model and the PSTR model show that the stimulating effect of mental quality and physical quality of human capital on economic growth exits regional difference and the provincial capital in the low-order condition should pay attention to the investment of human capital and effectively integrate the accumulation of advanced human capital into productive forces. In the high-order provinces, tilt the economic mode to the technology-oriented industrial, take the path of sustainable development.
