Poverty alleviation is now the first priority for Government at all levels.The key point of whether the poverty area could enter the society of comfortable standard of living simultaneously with the rest of the country is depend on the work of precise poverty alleviation by the local government.As one of the first province in the nation to implement poverty alleviation and development plan,while Lintao,Dingxi,a National Poverty County City have fight against poverty for over 30 years.Outstanding achievements have been made due to the pioneer attempts and a series poverty reduction measures lead by governments at all levels.Fresh experience in government lead poverty alleviation model has been explored while problems also have been exposed.As there's side effects in productivity growth as well as facilitating the incentive to produce,it requires to be optimized and problems need to be solved.Therefore,the study on government lead poverty elimination model which takes Lintao,Gansu as an example will help the function transformation of government.It is also meaningful and valuable to facilitate the coordinated economic and society development in Gansu,shorten the disparity between urban and rural area,balance the development between eastern and western part,improve the government efficiency,encourage public participation,as well as realize the overall goal of comfortable standard of living.The study took the background of poverty elimination by Gansu government and the causes of poverty as the entry point,explored the current status of poverty relief and development in Lintao,analyze the advantages,challenges and causes during the development,and learning from successful experience in Poverty alleviation in other developed and developing countries,we make specific suggestions on effective measures to optimize government lead poverty alleviation model at the most critical stage,that is,to innovate a ministration concept,transform government role in managing,perfect the system construction,develop poverty development model requires the participation of multi-subjects,take full advantage of difference,dig into the industries of local advantages,address sustainable development and comprehensive measures,so that government functions will be optimized,the efficiency of government lead poverty alleviation will be promoted,thus the suggestion will be help for accelerating the development of a well-off society in poverty stricken area.
