A Compliance Status And Upgrading Strategy Study Of TF-AMD Based On SAFE Framework

As a basis of international trade development,the importance of international trade and supply chain safety has reached an all-time high after the September 11 th terrorist attack.World Customs Organization issued SAFE Framework of Standards to Secure and Facilitate Global Trade in 2005,aimed at creating a closed loop for international trade by cooperation between customs-customs as well as customs-business.Thus,more and more countries and regions follow the guideline of SAFE frame and establish their own internal trade compliance management program,in order to promote global trade facilitation as well as anti-terrorist.For Chinese high-tech enterprises,how to comply with each international and domestic regulations,became a key factor of their sustainable development.In this case,our study and conduct research on SAFE AEO compliance program for domestic enterprises.By theoretical studying and strategy researching,this article refers to the best practice of TF-AMD's trade compliance program.Methods employed include documentation analysis,case study as well as benchmarking,the thesis studies the appropriate way to improve the compliance management system,to meet requests from anti-terrorist and trade facilitation,to gain core competitiveness of enterprise,to cooperate with customs and obtain win-win advantage.At first,the article understand SAFE framework by exploring the related documentation and best practice,starting from evolution of compliance management and estimate of current status.Then the thesis carries on internal and external environmental analysis which based on IC industry features.At last,the case study of TD-AMD AEO compliance provides key strategy to build up a SAFE compliance system frame and offers vital research significance for other domestic enterprises in the future.
