With the rapid development of economy,water consumption for daily life and industry has increased greatly.Our country's sewage treatment industry has also increased and it is in the rapid growth period,which is mainly shown in the following aspects: the rapid promotion of sewage treatment capacity,the gradual improvemnet of sewage treatment rate,the rapid increase of sewage treatmentquanatity.As the scarcity of water resource is becoming more severe,the demand for water treatment industry shall continue to expand.Meanwhile,as a relatively water-scarce country,our government shall give great support on water pollution treatment,energy conservation and emission reduction,recycle of water resource,so water treatment industry is facing clear political support and has a bright future.CECEP Water Development Co.,Ltd.,as a new water investment platform,is established by China Energy Conservation and Environmental Protection Group in order to arrange water treatment development and capture market.According to the Chinese energy conservation positioning,the water business of China Energy Conservation and Environmental Protection Group includes city water,industrial water,seawater desalination treatment,watershed management,and soil remediationand implement investment,establishment,operation and comprehensive service.BOT(Build-Operate-Transfer)mode means that the state or government grants the signing party the right to invest,construct,operate and maintain the public fundamental project by concession agreement.At the expiration of concession term,the company shall hand over the facility to the government of the signing party freely.BOT mode has been widely applied in our country's water development.As a investment water company,CECEP Water Development Co.,Ltd.takes BOT as the main mode for project operation.Currently,problems with further construction and opertion,problems about human resource allocation emerges in CECEP Yanlong(Beijing)Water Co.,Ltd.and CECEP Yunlong(Beijing)Water Co.,Ltd.which are the subsidiary company of CECEP Water Development Co.,Ltd.and they are established by the BOT mode and the concession agreement signed by the local government.Especially,CECEP Yanlong(Beijing)Water Co.,Ltd.established in the early of 2014,whose human resources structure system went through many adjustments during establishment period.The problems and experiences serve as a good example for the establishment of Human Resources system of the company with the BOT mode.In BOT mode,key demand for personnel are different for construction period,operation period and handover period because of different personnel characteristics.BOT projects focus onengineering construction in construction period,operation management in operation period and risk assessment in handover period.Key demand for personnel has changed in CECEP Water Development Yanlong(Beijing)Co.,Ltd.from its construction and operation period.The problem this dissertation studies is how to adapt scientific methods to investigate and analyze,optimize the personnel allocation of different periods in the BOT project company,and arrange the cost and structure of personnel under the condition of project development.In this paper,the author will read the papers about human resources,BOT investment mode,water treatment;have a konowledge of the relevent conditions of domestic enterprise of the same trade;design the questionnaire;sort out the relevant system of BOT project company and the relevant information about human resources,and analyze HR white papers,etc.in order to explore a proper personnel allocation structure water project company with the BOT mode and find a optimization scheme which will have great influence on BOT human resources construction of the domesitic water treatment industry.
