Optimization Research Of Financial Evaluation System For A City Renvation Project

The evaluation of special funds of A city as an important means of project expenditure management,is helping to strengthen the scientific nature and accuracy of the budget,to further improve the standard and effectiveness of budget implementation,to further deepen and reform of the fiscal expenditure management system.In this regard,financial reform and development of the "13th Five-Year" state planning of A city will strengthen the special funds audit as an important task for the management of fiscal expenditure in “13th Five-Year "period,proposed to “construct the system of financial evaluation,expand the scope of the budget review,establishment of pre evaluation mechanism for major projects,promote the establishment of budget review into the budget management mechanism"This article mainly focuses on the spirit and requirements of the "13th Five-Year" financial planning,select a renovation project with larger amount of budget and a high degree of social concern,start from the review system and operating mechanism,review the current situation and problems of the current financial evaluation of the engineering renovation projects basing on deep investigation.In the meantime of analyzing the reason of the problem,,optimize the financial evaluation system of renovation project of A city,using the analytic hierarchy process(AHP)to reconstruct the evaluation index of the engineering renovation project through a large number of questionnaires in the form of research,apply and compare of the evaluation indicators after the reconstruction with case analysis.This article is divided into five parts:Part one,mainly start from the characteristic of renovation project itself,introduce the background,meanings,contents and methods ofstudying financial evaluation system of renovation project.Part two,simply introduce the public budget theory and project evaluation theory,emphasize on elaborating the definition of financial evaluation and the positive effect of the financial evaluation in the budget management.Part three,start from the financial evaluation system of A city,summary the present situation of the renovation project financial evaluation system of A city,and comb the main problems.Part four,through the question investigation,put forward optimization suggestions of the problems for the renovation project financial evaluation system of A city,using the analytic hierarchy process(AHP)to reconstruct the evaluation indexes of the existing projects.Part five,using the reconstructed evaluation indicators to the actual project with case analysis methods,and compare to get the optimization results.Through the research and optimization of the existing evaluation system,the new system puts forward suggestions to optimize effective A engineering renovation project financial evaluation,especially the construction of evaluation index for engineering renovation project,from the original financial assessment is only qualitative assessment into a scientific and reasonable basis set assessment,breakthrough.
