Method Research Of Screening High Pollution And High Environmental Risk Products Based On Ecological Footprint

Environmental protection comprehensive list includes three aspects,high pollution and high environmental risk products(the following referred to as "double high" products),heavy pollution process and the selection of environmentally friendly technology,As one of the foundations of China’s environmental policy and economic policy,the impact of the comprehensive list of environmental protection is growing.Screening "double high" products as a directory to develop one of the core work,the screening method can not meet the needs of the work.Thus,it’s necessary to further study the method suitable for "double high" product screening.In this paper,based on the simple analysis of the purpose and significance of the screening method of "double high"products,it puts forward the method of screening "double high" products with ecological footprint.Then by analyzing the existing assessment methods of ecological footprint and analyzing the advantages and disadvantages of all evaluation methods,the final selection of ecological footprint component analysis method is applied to the screening of "double high"products.Using the ecological footprint of the component analysis method to determine the environmental characteristics of the product,then build the index system to reflect the products environmental characteristics and make the model.Based on the national economy industry classification of 42 two industry code in the 578 four industry code products as Reference series,then set to determine the selection of products,screening out more than the reference set of products included in the "double high" product list.The conclusions drawn in this paper include the following aspects:(1)It’s the first time using the composition analysis of the ecological footprint is applied to determine the environmental characteristics of the product.Based on the PSR model to make seven first-level indicators including the use of raw materials,raw coal consumption and emissions of various pollutants,including 19 secondary indicators.And constructs 19 indicators of ecological footprint accounting method,then applied to 42 industries in the ecological footprint measurement.(2)Constructing the ecological footprint accounting method of the industry product.By calculating the ecological footprint of 42 industries,the environmental status of each product was obtained.Based on the above calculation results,we can see that the ecological footprint of electricity,heat production and supply industry is the largest,12.385 hm2,followed by non-metallic mineral products industry is 10.8757 hm2,and the ecological footprint of million yuan is the third is paper and paper Products industry,6.282 hm2.Take the 42 industries ecological footprint as the reference set,and screen out the the products larger than the reference set in the product list.(3)Using the samples shows that the ecological footprint method is suitable for the screening of "double high" products.In this paper,11 products from five different industries were selected to demonstrate the results.The results were in agreement with the products listed in the double high product list.Therefore,the ecological footprint of the product to determine the environmental characteristics of the product can be quickly quantified,an effective solution to the previous screening method is difficult to quantify the problem.(4)Broaden the application of ecological footprint.Constructs the index system which can fully reflect the environmental characteristics of the product,and improves the scientificity and accuracy of the "double high" product screening.The combination of component analysis and ecological footprint can be applied to the national,regional,urban small industry,product environmental performance evaluation,greatly expanding the application of ecological footprint.
