Research On The Application And Evaluation Of Ningxia Local Tax Collection And Management System Based On CTAIS

Due to various conditions of my area limit,some regions and some electronic business has not yet,the construction of tax information management system in the cities there is a lack of unified planning,repeated construction,self-contained,cross function,the standard is not unified,the information can not be shared,hardware equipment,lack of security risks exist,poor operation and maintenance business tax and other issues,the relevant laws and regulations,policies and procedures have not been fully in that the restructuring and optimization,to further promote the tax law and administrative law,strengthen tax administration and tax monitoring and improving economic decision-making efficiency and public service level,to ensure that revenues and other aspects,which greatly limits should play the role of information technology.The tax work did not reach the ideal level.Now,to the State Administration of Taxation,the "golden three" project as an opportunity for local autonomous region to eliminate the shortcomings of information fundamentally,focus on the implementation of scientific management of further data,improve the tax efficiency,decided in the"State Administration of Taxation Framework",building their own CTAIS system.This paper hopes through the analysis and research the actual situation of the construction,implementation and application of CTAIS system in the local autonomous region,to provide guidance for future construction and experience of Ningxia Local Taxation Bureau CTAIS system,and promote the normal development of it,especially in the autonomous region of the existing local conditions,based on the limited manpower and material and financial resources,can make the "Ningxia land tax system CTAIS meet the overall requirements of the State Administration of Taxation and the specific standard,and can make the CTAIS system with perfect function,stable operation,suitable for the autonomous region of local tax business processes and specifications.This article set up gold 3 phase of the comprehensive evaluation index system,the collection efficiency,on the basis of quantitative evaluation,combined with the data of ningxia,using the fuzzy comprehensive evaluation method on the collection efficiency of comprehensive evaluation,calculate the weights of ningxia tax comprehensive benefits than in recent years,before and after the analysis of CTAIS collection efficiency,as well as to the CTAIS system,the essay discusses the problems in the implementation,and puts forward corresponding Suggestions.
