Investigation And Countermeasure Research Of Issues On Prohibiting Straw Burning And Its Disposal In Huai'an

In the 18th CPC National Congress,it is highlighted as a national strategy to build a beautiful country across China,and burning straw,the by-product of agriculture,will deteriorate the environment and cause severe fires and casualty,consequently posing a huge threat to social security.Meanwhile,as an important biological resources,it has broad application prospect in fertilizer,fuel,building material and the manufacturing sector,and it also contradicts with the concept of sustainable development and circular agriculture,and therefore prohibiting on the straw burning is inevitable.It is an important part of government work to prevent farmers from burning straw during each summer and autumn harvest,which is implemented regularly accompanied with strict penalties and publicities,however,turning out to be of little use.The existing coping mechanisms still have some drawbacks when we look back on the work of 2014,therefore,it is vital to carry out analysis on work of forbidding straw burning in Huai'an.Three dimensions are utilized to analyze the repeated straw burning,which are the stands of farmers,businesses and government.Firstly,lacking awareness of straw recycling,rural labor shortages and lack of technical support are the direct reasons prevent farmers from full use of straw,revealed by a willingness survey;From a business perspective,straw-use technology constraints,lack of market demand for straw products and the lack of industry chain have led to the low efficiency on the use of straw;The deviation from the focus of government work,which currently focus on "no fire,no smoke,"is difficult to effectively solve the problem of straw burning,on the contrary,according to local conditions,and to cultivate the support of relevant science and technology enterprises,and actively expand the market of straw,extend the industrial chain,the formation of government guidance,enterprise process,farmers cooperation,scientific and technological support of straw-use pattern,making related government works effectively.The article consists of six parts,the first part is the introduction,mainly for the analysis of current background,thus indicating the importance of work of banning of straw burning.The second part of the theoretical analysis,including the theory of circular economy,households' action theory.The third part is analysis on farmers' willingness to straw using.The fourth part is the state and main problems of current government work in Huai'an,which points out the shortcomings of the current mechanism.Part V is built on the analysis of reasons and strategies,starting from the stands of government,farmers and the enterprise,on how to further improve the relevant regulations and put forward specific measures.Part VI is conclusions and prospects.
