Studyon Formation Mechanism Ofhouseholds' Tenure Security Perception

Rural land tenure security is the important prerequisite of promoting land transfer,cultivating new type agricultural operating entities and securing households' land property right,and it could develop households' land tenure security perception by perfecting land laws and ensure local government implement land policy.Secure land tenure perception could not only drive households to transfer land,but also encourage long-run land investment,which will effectively promote agricultural modernization.But from 1978,though households' tenure security keeps developing in law and policy level,land adjustment and land expropriation in practice still weaken households' tenure security perception.Given the important impact of households' tenure security perception on agricultural production and development and the differentiated character of land tenure scene in reality,the paper firstly describes North's“Shared Mental Model"and expand the model in theory,and then build "Institution-Psychology" analysis frame of the formation of households' tenure security perception to expound that tenure experience,tenure scene and tenure institution impact households' tenure security perception level and cognitive deviation,which two are key to policy reform performance,by mental mechanism of tenure information recognition,memory character and cognition frame.Furthermore,the paper empirically analyzes the following content:(1)The impact of land tenure experience and tenure scene on households' tenure security perception.(2)Land tenure environment and households'tenure security cognitive deviation.(3)Whether registration of land ownership could develop households' tenure security perception level or not.(4)Analysis on the evaluation path of households' tenure security perception.The analysis results indicate that firstly the formation of households' tenure security perception is based on tenure interaction relationship system constructed by rural land institution and distribution of rights in land tenure domain forms rural land tenure scene.Secondly,secure land tenure experience and tenure scene develop households' tenure security perception and differentiated tenure scenes have different impacts on households with different land tenure experiences.Thirdly,the low frequency of local government land expropriation and high frequency of land adjustment respectively lead to households evaluating land certificate importance and land adjustment possibility by way of self perception and cognitive consistency.Fourthly,village-level tenure environment and scene demonstration of villagers' tenure cognition bias impact gaining example illustration and fetching information of household tenure security evaluation through availability heuristic.To develop households' tenure security perception level and promote rural development,the policy implication is to perfect land laws,develop policy executive performance,standard village-level land government mode,improve"laws-folk custom" consistency,promote the registration of land ownership with local conditions,properly deal with historical legacies,public land tenure security,restrict land adjustment of local government and perfect supporting measures of new round rural land institution reform.Apart from above,the paper also discussesthe further research in field of land tenure cognition from three aspects of State empowerment,village governance and individual capacity,and briefly describes the impacts of subject participation,governance rights allocation and village governance democracy on households' land tenure social identity further.
